answer text <p>In my response to previous questions by the Noble Lord, I noted that a lessons learnt process had taken place following the 2017 hurricane season involving a range of Departments of Her Majesty's Government, led by the Foreign and Commonwealth Office (FCO). To protect the integrity of this and future lessons learnt processes, the FCO does not propose to make the results externally available. However, the progress made by Departments against actions identified in the lessons learnt exercise was made available to the House in the form of a Written Ministerial Statement on 4 July. On 16 July I held a &quot;drop-in&quot; session for Members of both Houses to discuss hurricane preparation and recovery.</p> more like this

answer text <p>The Foreign and Commonwealth Office (FCO) led an effective and rapid response to the unprecedented impact of Hurricane Irma in the Caribbean. As is standard practice for our response to all crises, a lessons learned process has since taken place led by the FCO and involving a range of Government Departments. To maintain the integrity of future lessons learned processes, we do not propose to share the results of these exercises outside of Government as it is important that the FCO is able to reflect on lessons learned internally as part of our crisis management process. We are now making progress in implementing the actions identified.</p> more like this

The Met Office, as the UK’s National Meteorological Service, monitors weather around the world, including hurricanes in the Caribbean, and provides the FCO and other departments with up to date meteorological advice. We define these groups in terms of ideology and tactics: moderates are liberal, secular or Islamist in their political outlook, call for a wider pluralistic system that respects the rights of all Syrians and reject terrorism and terrorist tactics, for example by seeking to protect civilians from harm and to prevent abuses. Several moderate opposition groups refer to themselves as being part of the Free Syrian Army. The UK does not support designated terrorist organisations in Syria or groups who use terrorist tactics, such as the Islamic State of Iraq and the Levant and Jabhat al Nusra, which are designated terrorist organisations under the UN al Qaeda sanctions regime.</p> more like this

answer text <p>The UK strongly supports the establishment of an independent Office of the High Commissioner for Human Rights (OHCHR) investigation on Sri Lanka, and, if requested to provide assistance, we will give such requests careful consideration. We continue to urge the Sri Lankan government to co-operate with the investigation in line with recent calls made by Zeid Al Hussein, the UN High Commissioner for Human Rights.</p><p>In its 22 September oral update, the OHCHR stated “that a more fundamental and far-reaching accountability process in Sri Lanka, addressing both past and ongoing violations, is absolutely necessary for Sri Lankans to come to terms with their past, end impunity, achieve reconciliation between communities and strengthen the rule of law.” In March 2015, the OHCHR will provide a comprehensive report of the investigation to the UN Human Rights Council.</p><p> </p> more like this
