answer text <p>The election of President Sirisena represents an opportunity for Sri Lanka to grow as a stable prosperous and inclusive country, reflecting the wishes of all of its people. The President’s 100 day programme and manifesto includes social, economic, educational and governance commitments that should benefit Tamil people. These include better access to education in the Tamil language; relief to displaced people; a democratic civil administration in the North and South of the island; bringing an end to racial and religious hatred; and, steps to promote reconciliation between communities.</p><p>We will be following the implementation of President Sirisena’s commitments closely, and stand ready to support Sri Lanka’s path to long term reconciliation.</p> more like this

answer text <p>The UK lobbies countries that are not signatories of the 1980 Hague Convention to sign it. Cases involving non-Hague convention signatories are much harder to resolve and parents often face lengthy and expensive court proceedings abroad to try to facilitate their return.</p><p>Whilst the FCO cannot interfere in another country’s judicial process, where due process is not being followed, or cases take a disproportionately long time to resolve, we raise this with our appropriate counterparts.</p><p>There are a number of steps that parents can take if their child is taken overseas without their consent. We encourage parents to contact the Foreign and Commonwealth Office consular officials who can provide further guidance.</p> more like this

answer text <p>We are aware of reports suggesting the presence of Islamic State of Iraq and the Levant (ISIL)-affiliated groups in Yemen. We do not believe that this is indicative of an organised, structured or cohesive ISIL presence in Yemen. Also, it does not indicate operational linkages between al-Qaeda in the Arabian Peninsula (AQAP) and ISIL. AQAP has been a vocal critic of ISIL’s rise. It recently issued a public statement condemning ISIL’s ‘Caliphate’ in Syria and Iraq, as well as criticising its use of brutal tactics. The civil war in Syria has attracted some Yemeni foreign fighters who may subsequently return to the region. We do not believe that this is indicative of ISIL presence in Yemen.</p> more like this

Staff employed locally at our missions overseas are done so in full compliance with local employment law. We are aware that there are currently 96 contracted staff who are working for the FCO Facilities Management (FM) provider whose hourly rate is less than the levels recommended by the Living Wage campaign. We do not hold any information on the proportion of staff this represents for our FM provider nor do we hold any information on the ethnic or gender background of those contracted staff. We do not hold information on the earnings of any other contracted staff.</p> more like this

Hon Friend the Member for Runnymede and Weybridge (Mr Hammond), and I regularly discuss EU reform with our French counterparts, as we do with all our counterparts across the EU. For example, on 11 September I had productive conversations on EU reform with the French Secretary of State for European Affairs in London, as did the Foreign Secretary on 15-16 September with French Ministers in Paris.</p> more like this

answer text <p>The UK has driven agreement internationally to combat kidnapping by terrorists. Following G8 agreement under the UK presidency in 2013, we have sponsored UN Security Council Resolution 2133 and led on EU Foreign Affairs Council conclusions on kidnap for ransom. These agreements included commitments to co-operate closely during incidents of hostage taking.</p><p>The UK has considerable experience in responding to terrorist kidnaps. We make the benefits of that experience available to other countries in a number of ways, including best practice sharing bilaterally and through fora like the Global Counter Terrorism Forum. We have provided training on kidnap response to affected governments.</p> more like this
