Russia’s actions - troop movements, further convoys without the permission of the Ukrainian government, and Russia’s respect for the results of illegitimate separatist elections - are unacceptable. answer	answer is ministerial correction date of answer 11/12/2014 answer text The European Union imposed restrictions on the import into the EU of goods originating in Crimea or Sevastopol as part of a range of measures to give practical effect to its policy of non-recognition of the illegal annexation of these territories to the Russian Federation. This is a targeted action which forms part of the EU’s wider package of measures imposed as a result of actions that have undermined the independence and integrity of Ukraine. On 17 November EU Foreign Ministers reaffirmed their commitment to further action. The EU remains ready to reverse its decisions and reengage with Russia when it starts contributing actively and without ambiguities to finding a solution to the Ukrainian crisis. The signing of the EU-Ukraine Association Agreement in June is a significant step towards closer relations, and a commitment by Ukraine to European norms and values. In the long term this could lead to EU membership for Ukraine, if that is what its people and government want, and if Ukraine is able to implement the wide ranging economic, political and judicial reforms that would be necessary to meet the demanding conditions of entry.</p><p>The crisis in Ukraine was not a result of the EU’s actions or the proposed signature of the Association Agreement in 2013. Friend the Member for Runnymede and Weybridge (Mr Hammond) attended the EU Foreign Affairs Council meeting on 17 November where EU Foreign Ministers reiterated their support for the Minsk Protocol and Minsk Memorandum and urged all parties to implement them swiftly. They once again underlined the Russian Federation's responsibility in this context. The EU welcomed the holding of parliamentary elections in Ukraine on 26 October and looked forward to the urgent formation of a new government. They called for an intensification of much needed political and economic reforms in Ukraine, including constitutional reform, decentralisation, reform of the judiciary, law enforcement, fight against corruption and ensuring the rights of persons belonging to national minorities. The EU underlined that a renewed inclusive, country-wide national dialogue on reforms will be important to consolidate Ukraine's unity and internal cohesion and called on all sides to work towards early local elections in the Donetsk and Luhansk regions, in accordance with Ukrainian law, as foreseen in the Minsk Protocol, as the only legal and legitimate means of renewing the democratic mandate of the local authorities.</p><p> </p><p>The EU considers the holding of &quot;presidential and parliamentary elections&quot; in Donetsk and Luhansk &quot;People’s Republics&quot; on 2 November as illegal and illegitimate and will not recognise them. answer	answer is ministerial correction date of answer 17/11/2014 answer text We are deeply disturbed by recent reporting from the Office of the High Commissioner for Human Rights of allegations of incidents of sexual and gender-based violence in eastern Ukraine. This includes reports of rape or detention of women at check-points and incidents of the abduction of women, by armed groups, whose whereabouts remain unknown. The Women’s International League for Peace and Freedom has also received reports of a rise in domestic violence and human trafficking across Ukraine. The British Government has been in dialogue with the United Nations High Commissioner for Refugees (UNHCR) around protection concerns, including sexual violence, at collective centres for the displaced and have confirmed that the UK’s £700,000 contribution to the UNHCR to repair housing for the displaced is being complemented by the work of UNHCR protection officers. answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>The UK sent 71 observers to observe the parliamentary elections in Ukraine on 26 October as part of an Organisation for Security and Co-oporation in Europe delegation of 680 international observers. The Parliamentary Assembly for the Council of Europe also sent a delegation of 36 which was led by my Hon. Friend the Member for Christchurch (Mr Chope) and included my Hon. Friend the Member for North Thanet (Sir Roger Gale) and my Noble Friend the Lord Balfe. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), issued a statement on 24 October in which he commended all those working to ensure a free, fair and peaceful vote. The UK’s Permanent Representative to the UN also issued a statement which called on the elections to go ahead without external interference and pressed the Ukrainian authorities to take steps to ensure that as many Ukrainian citizens as possible could exercise their right to vote. On 27 October the Prime Minister, my Rt. Hon.
