The Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) discussed the humanitarian implications of the ongoing conflicts in Iraq and Syria with members of the EU Foreign Affairs Council in December 2015.</p><p>The UK is committed to supporting the victims of Daesh’s brutality. In Syria and the wider region, the Department for International Development (DFID) is funding specialised services for survivors and those at risk of gender-based violence. This includes safe spaces, psychosocial support, cash assistance and reproductive healthcare. In Iraq, DFID has deployed two experts to work with the UN to improve the humanitarian response to sexual and gender-based violence.</p><p>Over the course of this Parliament we are resettling 20,000 of the most vulnerable Syrian refugees to the UK. Resettlement is only one strand of our efforts in the region. It is complemented by the UK’s significant humanitarian aid programme and diplomatic efforts to end the conflicts. We believe that this approach is the most effective way to ensure that the UK’s help has the greatest impact for those who remain in the region. Some reports suggest the figure could be approximately 2500 but there is no definitive estimate.</p><p>There are now over 3.4 million Internally Displaced Persons in Iraq. Our humanitarian partners do not take into consideration the ethno-religious origins of people requiring assistance. Assistance is provided on a needs basis, regardless of race, religion or ethnicity. We will continue to work closely with the US and our other partners in the Global Coalition to defeat Daesh and to ensure justice for those who have suffered at their hands. It is a long standing UK policy that any judgement on whether genocide has occurred should be a matter for judicial decision, rather than for governments. The situation is desperate for many communities within Syria and Iraq. We condemn in the strongest terms the targeting and persecution by Daesh of Yezidis, Christians, Muslims and all other communities.</p><p>Ultimately, the best way of preventing future atrocities is to defeat Daesh and its violent ideology. That’s why the UK is playing a leading role in the Global Coalition of 66 countries and international organisations committed to tackling Daesh.</p><p>We are also using our aid budget to alleviate the humanitarian suffering caused by Daesh and the wider conflict in Syria. The UK has now pledged a total of over £2.3 billion, our largest ever response to a single humanitarian crisis. The funding is providing support, such as food, medical care and relief items, to over a million people including those targeted by Daesh. Friend the Member for Witney (Mr Cameron), and other ministers have explained in response to similar questions, it is a long-standing Government policy that any judgements on whether genocide has occurred should be a matter for the international judicial system rather than legislatures, governments or other non-judicial bodies. It should be a legal, rather than political determination, decided by international judges after consideration of all the evidence available in the context of a credible international judicial process. I deplore the targeting and persecution of Yezidis and other minorities by the so called Islamic State in Iraq and the Levant. We continue to urge the Government of Iraq to do all it can to ensure the security and rights of all minority communities in Iraq, including the Yezidi. We are working in Iraq to build consensus around the importance of freedom of religion or belief; and supporting practical projects on community dialogue with civil society and faith groups. The UK is supporting the international humanitarian relief effort in Iraq by providing £79.5m to help the 3.2 million internally displaced Iraqis, including many who have fled their homes on account of ISIL’s persecution on the grounds of religion.
