answer	answer is ministerial correction date of answer 06/01/2015 answer text <p>I have had no discussions with my counterpart in the Democratic Republic of Congo (DRC) about the implementation of the Rome statue in the DRC. On 11 June 2014 the then Minister for Africa discussed with the DRC’s representative to the Global Summit to End Sexual Violence in Conflict Summit (the former Deputy Prime Minister and Minister for Defence and Veteran Affairs) the importance of ensuring there is no impunity for those responsible for human rights abuses.</p><p>The DRC has not yet adopted the necessary legislation to incorporate the Rome Statute into domestic law. We urge it to do so and look forward to engaging the newly appointed Justice Minister on this and other related issues. Those responsible for abuses must be held to account, and law reform remains necessary to improving victims’ access to justice. We also support training of the Congolese Army in human rights and the tackling of sexual violence, through our contributions to EU Security Sector Reform Mission (EUSEC), the EU’s mission to the DRC focused on Security Sector Reform (SSR). However, any camp closures just be done in a way that reflects the Government’s obligations under the Kampala Convention – this includes the respect of humanitarian principles and the rights and dignity of the internally displaced people affected, including the right for voluntary return.</p><p>The UK has been working closely with the wider humanitarian community to support an ongoing dialogue with the Government of Democratic Republic of Congo on this issue. answer	answer is ministerial correction date of answer 05/01/2015 answer text <p>The situation on the ground for the civilian population in eastern Democratic Republic of Congo (DRC) remains difficult and, at times, dangerous. As set out in the FCO’s statement of 27 November https://www.gov.uk/government/world-location-news/the-uk-condemns-the-attacks-on-the-civilian-population-of-beni-in-drc the UK condemns the recent attacks on the civilian population of Beni territory that have left almost 200 dead since mid-October. The Armed Forces of the DRC (FARDC) and the United Nations Organization Stabilization Mission in the DRC (MONUSCO) must intensify their efforts to protect the civilian population and neutralise all illegal armed groups in eastern Congo in accordance with UN Security Council resolution 2147.</p><p>The political process is key to stabilising eastern DRC in the longer term, and we call on all stakeholders of the Peace, Security and Cooperation Framework agreement for the DRC and region to implement their commitments in full. answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) has a clear mandate and we are working through the UN Security Council and with the Special Representative of the UN Secretary General, MONUSCO, the government of DRC and governments of the region to ensure it is fully implemented.</p><p>In August, the UK used its Presidency of the UN Security Council to draw attention to the importance of MONUSCO implementing its mandate, with the then Minister for Africa, Mark Simmonds MP, chairing a discussion in the UN Security Council which also involved senior Ministers from the region. In September my Hon Friend the Member for Rochford and Southend East (James Duddridge MP), the Minister for Africa, discussed implementation of MONUSCO’s mandate with the Special Representative of the UN Secretary General and Head of MONUSCO, Martin Kobler (SRSG). Senior officials in Kinshasa and New York regularly discuss progress and raise issues of concern, including when we believe peacekeepers have fallen short in implementing MONUSCO’s mandate to protect civilians. This has included accompanying the SRSG on visits to peacekeepers on the ground to emphasise what more they need to do to implement the mandate. We have raised the importance of political support for implementing the mandate with governments in the region, including countries which contribute troops to the Force Intervention Brigade. To that end, we continue to encourage the government of DRC to ensure that a full electoral timetable is produced; that the Congolese Constitution is respected; and the Presidential elections are held by the end of 2016. This was most recently discussed in Kinshasa by FCO officials in early June. answer	answer is ministerial correction date of answer 18/06/2014 answer text <p>I welcome efforts in the Democratic Republic of the Congo (DRC) to prosecute perpetrators on charges of mass rape and murder – but more must be done to deliver justice for the victims. I met with the Defence Minister and Deputy Prime Minister of the DRC in London last week when he was attending the Global Summit on Ending Sexual Violence in Conflict. I emphasised to him that ending impunity was fundamental to tackling the scourge of sexual and gender-based violence. He confirmed his Government's commitment to tackling sexual and gender based violence and to ending impunity for the perpetrators.</p><p>The British Embassy in Kinshasa sponsors a range of projects to tackle sexual violence in the DRC focusing on security sector reform and improving service provision for survivors. During his visit to eastern DRC in March 2013 the Foreign Secretary announced over £1 million in funding to a range of organisations tackling rape and sexual violence. The UK has supported the deployment of an international expert to build capacity of health and legal professionals to address accountability and the investigation and documentation of sexual violence crimes.</p><p>The Foreign Secretary has publicly called on the Congolese authorities to continue in their efforts to seek out and prosecute the remaining perpetrators. Senior officials at our Embassy in Kinshasa have, jointly with EU Heads of Mission and independently, also raised the issue directly with the Government of the DRC.</p><p>The International Protocol on the Documentation and Investigation of Sexual Violence in Conflict, which was field tested in the DRC, was launched at the Global Summit on 12 June. answer	answer is ministerial correction date of answer 16/06/2014 answer text <p>Decades of conflict and a lack of accountability and transparency have left the country unstable, lacking infrastructure and social services, and falling well short of its economic potential. <br><br>Weak governance in the Democratic Republic of Congo (DRC) also presents many challenges. But after the surrender of the armed group M23 late last year, and recent indications that elements of the FDLR armed group also intend to surrender, 2014 provides an opportunity for greater stability in the Great Lakes. <br><br>During my visit to DRC in February, I witnessed the country's potential. I emphasised to the DRC Government including President Kabila the importance of making progress on key areas, including elections; economic reform; the disarmament, demobilisation and reintegration of former combatants; and the reform of the security sector. We discussed how the UK might best support the development and stability of the region through our support for the Peace, Security and Cooperation Framework, as well as our significant development programme. <br><br>DFID expect to spend £72.6million on governance and security in DRC between 2011 to 2015. This support has meant that in 2011, 31 million people registered to vote – of which 52% were women.
