<p>The UK will consider all options available to it under domestic and international
law in responding to cyber attacks by state actors. For UN Security Council sanctions
to be agreed, resolutions require 9 votes in favour and no P5 veto. We are also working
with the EU on a 'Framework for a Joint EU Diplomatic Response to Malicious Cyber
Activity', which will state the range of diplomatic, political and economic measures
available to the EU and Member States to combat state sanctioned cyber attacks. This
includes Sanctions.</p>
