I personally raised it with the Indonesian Foreign Minister in September at the UN General Assembly and it was last raised on 9 October by the Foreign and Commonwealth Office’s Director General Economic &amp; Consular with the Indonesian Director General of Protocol and Consular Affairs. We continue to support the reinstatement of the Tripartite Committee as the appropriate channel to deal with allegations of incitement from either side. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. However, in order to achieve this, there must be an environment conducive to peace, and that is why we are urging all parties to de-escalate current tensions across Israel and the Occupied Palestinian Territories.</p><p>The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymead and Weybridge (Mr Hammond) emphasised the importance of resolving the current tensions when he spoke to President Abbas on 9 October. A political settlement remains the best way to create the environment in which the Government of National Accord can bring peace and security to the Libyan people, regenerate the Libyan economy, and effectively tackle the terrorist threat. It is therefore disappointing that the House of Representatives failed to take a decision on the political agreement on 19 October. This is exacerbating the difficulty of distributing food and fuel to those who need it, making the humanitarian situation even worse.</p><p><br> The most important action to address the humanitarian situation, beyond a ceasefire, is to open up access for commercial and humanitarian goods. All parties to the conflict have a responsibility to ensure that any restrictions do not impede humanitarian access, and to facilitate immediate access to life-saving supplies, both into and within Yemen. All applications for strategic export control licences for military and dual-use goods are assessed on a case-by-case basis against the Government’s Consolidated EU and National Arms Export Licensing Criteria, in a manner consistent with the UK’s international obligations, including under the Arms Trade Treaty.</p><br /><p>The Consolidated EU and National Arms Export Licensing Criteria were updated in March 2014 before the UK’s ratification of the Arms Trade Treaty to ensure they were consistent with both the Treaty and the EU Common Position on Arms Exports. The UK continues to play a leading role in encouraging the international community to make generous pledges in response to the humanitarian crisis. We lobbied hard to mobilise funding from other donors ahead of the third Kuwait Pledging Conference on 31 March 2015 which raised $3.8 billion.
