answer text <p>While we do not intend to raise the specific issue of access for United Nations and Non-Governmental Organisation personnel, we continue to call on the governments of Israel and Egypt to show maximum flexibility in opening the crossings into Gaza to help facilitate travel in and out of Gaza. Officials from our Embassy in Tel Aviv most recently raised the issue of movement and access with the Israeli Head of Coordination of Government Activities in the Territories Civil Division on 7 September. We remain concerned that the Rafah crossing with Egypt has been mostly closed since October 2014.</p> more like this

answer text <p>Officials from our Embassy in Tel Aviv most recently raised this issue with the Israeli authorities on 10 October. The Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Bournemouth East (Mr Ellwood), also raised the wider issue of Palestinian minors in detention with the Israeli Ambassador to London on 10 November. The treatment of Palestinian children in Israeli military detention remains a human rights priority for the UK. We remain committed to working with the Israeli authorities to encourage further changes in practice.</p> more like this

answer text <p>The United Kingdom has provided support to Syria Civil Defence (also known as the White Helmets) through the cross-departmental Conflict Pool and its successor, the Conflict Stability and Security Fund. Our assistance has been delivered through trusted third party implementers. The total value of funds committed between June 2013 and the end of the current financial year (31 March 2017) is £32 million. All funds are accounted for in line with Government guidelines, including the receipt and review of quarterly financial reports.</p><p>Civil Defenders are operating in eastern Aleppo, but as a besieged area, continued support is not currently possible.</p><p>Our support to Syria Civil Defence is part of a coordinated international programme of assistance. It has helped to provide the Syrian-led organisation of over 2800 volunteers with much-needed training and equipment. To date, they have saved more than 70,000 lives and were nominated for the Nobel peace prize in both 2015 and 2016 in recognition of their efforts to alleviate the suffering of the Syrian people.</p>

answer text <p>We continually make clear to both the government of South Sudan and the Opposition that disrupting the efforts of humanitarian agencies to provide food for civilians in desperate need of assistance is absolutely unacceptable. In particular, the government must fulfil its commitment to improve access for humanitarian personnel to those who need our support. The Foreign and Commonwealth Office’s Africa Director raised this issue with the First Vice President on 23 November. We also raise humanitarian issues alongside other donors with representatives of the Government in the context of discussions about the peace process, organised by the Joint Monitoring and Evaluation Committee in Juba, most recently on 22 November.</p> more like this

The Department for International Development Director for East Africa met with the Minister for Humanitarian Affairs on 22 October to discuss the South Sudanese NGO Bill and to ensure that its implementation was not hindering NGOs in providing vital services.
