In all of our engagement with the Government of Iraq on this issue, including at Ministerial level and in our statements, we have emphasised the importance of the Iraqi Government doing everything possible to ensure the safety of the residents of Camp Liberty.</p><p>It is the responsibility of the Government of Iraq to investigate the attack against the camp and to provide adequate protection to the residents. We have publically called on the Government of Iraq to investigate the attack and bring the attackers to justice. answer	answer is ministerial correction date of answer 13/07/2016 answer text The Government is committed to promoting and protecting the right to freedom of religion or belief around the world, and to being a strong voice internationally in defence of this fundamental right. We raise these and other human rights issues with the Vietnamese government regularly and at all levels. We also work with non-government organisations and likeminded embassies on human rights issues in Vietnam. I raised concerns about the general human rights situation in Vietnam with the Vietnamese Deputy Foreign Minister during the UK-Vietnam Strategic Dialogue in London in March 2016. The Secretary of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), discussed human rights with the Vietnamese Prime Minister during his visit to Vietnam in April 2016. answer	answer is ministerial correction date of answer 13/07/2016 answer text <p>Encouraging travellers to obtain comprehensive travel insurance is a key part of the Foreign and Commonwealth Office’s ‘Travel Aware’ communications campaign, which has been active since 2001 (formerly known as Know Before You Go). Messaging on insurance is prominent in many of our travel safety materials and we run specific campaigns on insurance, reaching the travelling public through media engagement, digital activity and collaboration with industry partners such as ABTA and the Association of British Insurers.</p><p>We have worked with the Association of British Insurers to create a new ‘checklist’ to help travellers choose the right insurance policy for their needs, which we communicate through social media and our network of industry partners. Project work is monitored on a quarterly basis and, in consultation with our overseas posts, adjusted where improvements are necessary. We also hold regular working level meetings with both non-governmental organisations and like-minded donors. Both serve to ensure the Government’s commitments remain relevant and deliver real impact where it is most needed. An ambitious campaign launched this year seeks to deepen this collaborative work in tackling the stigma associated with sexual violence, improve evidence gathering, enable more prosecutions and reduce the risks posed to civilians in over 13 focus countries. We are confident of the United Kingdom’s sovereignty over the whole of Gibraltar, including British Gibraltar Territorial Waters, and have been firm in our commitment to the double lock. We will continue to protect the rights of the people of Gibraltar to remain British, for as long as they wish to do so.</p><p>Maintaining a well-functioning Gibraltar-Spain border is one of our top priorities. We welcome the overall downward trend in border delays since their height in 2013, but we are alive to the risk of a return to disproportionate delays at any time. Her Majesty’s Government is working closely with Her Majesty’s Government of Gibraltar and European partners ahead of proposed changes to the Schengen Border Code later this year to ensure that delays due to security checks are not disproportionate. The Foreign and Commonwealth Office works through our Embassies and High Commissions, and through international organisations, including the Commonwealth, the EU and the UN, to promote tolerance and non-discrimination against LGBT people and to address discriminatory laws, in particular those that criminalise homosexuality. We expect all Overseas Territory governments to comply with their evolving international obligations in the field of human rights and hosted a conference in March this year for Territory representatives to discuss these issues. When efforts were made by the Security Council to refer the situation in Syria to the ICC in 2014, this was vetoed by Russia and China.
