answer text <p>Treasury Ministers and officials have meetings with a wide variety of organisations in the public and private sectors, including RBS, as part of the process of policy development and delivery. Details of ministerial and permanent secretary meetings with external organisations on departmental business are published on a quarterly basis and are available at: https://www.gov.uk/government/collections/hmt-ministers-meetings-hospitality-gifts-and-overseas-travel</p><p> </p><p>RBS Group retains its own board which is responsible for commercial and operational decisions, including in relation to its branch network. The Government’s shareholding in RBS Group is managed at arm's length and on a commercial basis through UK Financial Investments Ltd, a company which is wholly owned by the Government.</p><p> </p><p>How banks choose to provide their services is a commercial matter, and the Government does not intervene in those decisions. However, the impact of closures on communities must be understood, considered and mitigated, where possible.</p><p> </p><p>Government supports the industry’s Access to Banking Standard, launched in May 2017, which commits banks to ensure personal and business customers are better informed about branch closures and the reasons for them closing, along with the options they have locally to continue to access banking services. The Access to Banking Standard is monitored and enforced by the independent Lending Standards Board.</p><p> </p><p>Government also supports the Post Office’s banking framework agreement which enables 99% of personal and 95% of banks’ business customers to conduct their everyday banking services at a Post Office counter via its network of 11,600 branches. In March, in response to my request, the Post Office and UK Finance committed to joint work to raise public awareness of the banking services available at the Post Office for individuals and small and medium-sized enterprises.</p><p> </p>

answer text <p>The Childcare Service is an integrated digital service through which parents can apply for Tax-Free Childcare and 30 hours free childcare in a single application. As the costs of one application can be associated with both policies, there is not a clear distinction between the operating costs of each. answer text <p>In November 2016 the Royal Bank of Scotland (RBS) established a complaints process for small and medium-sized enterprises in their Global Restructuring Group (GRG) between 2008-2013, overseen by an independent third party, and took the decision to automatically refund complex fees paid by relevant customers to GRG during that period. RBS have set aside £400m for this scheme.</p><p> </p><p>Following a meeting with the Chief Executive of RBS I received a letter on 9 May stating that RBS have also committed to setting up an independent appeal process for consequential loss claims under the redress scheme.</p> more like this

answer text <p>The most common form of tax refund scam involves criminals abusing HMRC’s brand by trying to make it look like an email or text has come from HMRC. HMRC has dedicated Customer Protection teams within their Cyber Security Command Centres to combat Phishing (email) and SMiShing (texting) attacks, including those offering spurious tax refunds. They use a range of proactive and reactive techniques to identify and challenge online scams in order to reduce harm to the public.</p><p> </p><p>In the last year, the teams above have identified over 14,000 malicious HMRC-related websites and requested their removal. HMRC also challenge the ownership of misleading sites through formal internet dispute resolution governance. That work has resulted in over 2 million visits to potentially misleading sites being redirected to gov.uk education pages.</p><p> </p><p>HMRC works closely with other government departments and with industry to continue to develop controls to combat tax refund scams.</p><p> </p>

At the end of the implementation period, there will be a customs, VAT and excise system that enables trade to flow, HMRC to collect revenues, and the UK to have a secure border.
