answer text <p>When a parent completes an application for 30 hours free childcare, an online childcare account is created automatically. The majority of parents currently accessing 30 hours free childcare will have a live childcare account.</p><p> </p><p>Where a parent becomes ineligible, or chooses not to reconfirm their details, their childcare account will no longer be live, but they can still access 30 hours free childcare for a short period known as a “grace period”.</p><p> </p><p>In addition, some parents who have experienced technical difficulties were issued a 30 hours code manually. These parents may not have a live childcare account.</p> more like this

answer text <p>Local authorities are free to borrow and invest in infrastructure for the benefit of local people without prior government consent, subject to assuring themselves that their borrowing costs are affordable.</p><p> </p><p>Local authorities can secure contributions from developers to fund infrastructure through the Community Infrastructure Levy (CIL) and section 106 planning obligations. CIL is a flat rate charge on new development that local authorities can use to address the cumulative impact of development in their area. Section 106 planning obligations are negotiated agreements between local planning authorities and developers, and can be used to build infrastructure that will make a development acceptable in planning terms.</p><p> </p><p>The government recognises the importance of infrastructure that supports housing. This is why the Autumn Budget 2017 announced a further £2.7bn for the Housing Infrastructure Fund, which supports infrastructure that unlocks housing, taking total investment in the fund to £5bn.</p><p> </p>

answer text <p>The Government is committed to improving access to financial services. The decision to open and close branches remains a commercial judgement for banks. However, the impact of closures on communities must be understood, considered and mitigated where possible.</p><p>The industry’s Access to Banking Standard, launched in May 2017, commits banks to ensure personal and business customers are better informed about branch closures and the reasons for them closing, along with the options they have locally to continue to access banking services, including specialist assistance for customers who need more help. The Access to Banking Standard is monitored and enforced by the independent Lending Standards Board.</p><p>99% of personal and 95% of banks’ business customers are now able to withdraw cash, deposit cash and cheques, and make balance enquiries at a Post Office counter via its network of 11,600 branches. At Autumn Budget 2017, my predecessor wrote to the Post Office and UK Finance to ask them to raise public awareness of the banking services available at the Post Office for individuals and SMEs. I look forward to receiving their proposals later this month.</p>

answer text <p>The UK government is devolving powers over Welsh rates of income tax to the Welsh Assembly. From April 2019, the Welsh Government will be able to set the basic, higher, and additional rates of income tax in Wales. These new tax powers, combined with the new funding settlement agreed in the Welsh Government’s fiscal framework, will mean the Welsh Government is responsible for raising more of what it spends. This paves the way to making the Welsh Assembly a more powerful, accountable and mature institution, with greater powers and responsibilities to grow and support the Welsh economy.</p> more like this
