answer	answer is ministerial correction date of answer 05/07/2019 answer text <p>The current voluntary payment scheme for share fishermen was introduced to help customers with an uncertain earning pattern to save towards their income tax liability, which is accounted for and paid via the annual self-assessment (SA) process. The scheme is supported by Barclays, operating special bank accounts, from which HMRC can periodically withdraw funds.</p><p>These arrangements no longer meet banking regulations. For those seeking to settle their DR liabilities, or to pay the loan charge, HMRC will work with any individuals, regardless of income, to reach a manageable and sustainable payment plan wherever possible. The Chancellor announced at the last Budget that we are establishing the Industrial Energy Transformation Fund – backed by up to £315 million of investment – to help businesses with high energy use (including steel companies) to cut their bills and transition UK industry to a low carbon future. answer	answer is ministerial correction date of answer 04/07/2019 answer text <p>The Post Office agreed a three-year, industry-wide agreement known as the Banking Framework in January 2017. This agreement allows 95% of business and 99% of personal banking customers to access their account at post offices and marked the largest expansion of face-to-face banking in a generation, allowing communities and businesses to withdraw money, deposit cash and cheques and check balances at 11,500 Post Office branches in the UK. The volume of basic banking transactions undertaken at Post Offices has steadily increased since the introduction of the Banking Framework, with close to 130 million transactions in 2018.</p><p> </p><p>The Post Office has recently renegotiated the commercial terms and service enhancements for Banking Framework 2, which will take effect from January 2020. Under the new agreement, there will be a significant increase to the fees that the Post Office will receive from the banks for processing transactions. The Post Office’s overall income through Banking Framework 2 will only increase further as transaction volumes continue to grow.</p><p> </p><p>HM Treasury is very supportive of the agreement and recognises fully its role in providing continued access to over-the-counter banking services for customers across the country, particularly when a bank branch closes. The decision to close a branch is a commercial issue for the management team of the bank. However, Government believes it is important the impact on communities must be understood, considered and mitigated where possible. That is why the Government continues to be very supportive of the Access to Banking Standard and the commitment it places on banks to minimise the impact of branch closures, including by ensuring that customers are aware of the alternative ways they can continue to access banking services.</p><p> </p><p>The Financial Conduct Authority undertook an analysis of branch closures as part of their Strategic Review of Retail Banking Business Models. It has also set out its plans for English agriculture policy after we have left the EU, including phasing down direct payments from 2021 over seven years. Agriculture is a devolved matter, so it is for the Welsh Government to decide whether to continue with direct payments in Wales. We will continue to engage with the Welsh Government on arrangements for domestic replacement funding after 2022, but have already committed not to simply apply the Barnett Formula to agriculture funding in England. On agriculture funding, the Government has committed to provide the same cash total in funds for farm support until the end of the Parliament. Under this commitment, the average annual cash total for farm support under the existing 2014-2020 Multiannual Financial Framework, and the average annual Exchequer funding provided for farm support under Pillar 2, will be rolled forward year by year until the end of this parliament. An independent advisory panel, led by Lord Bew of Donegore, is considering what factors should determine the distribution of convergence funding across the UK during this period.
