answer text VAT relief is available on a wide range of eligible building works. In such cases a zero or reduced rate of VAT applies, providing relief without the need to claim a VAT refund. VAT refunds for DIY builders and converters allow self-builders to reclaim VAT on eligible building materials and some related services when constructing or converting for domestic, non-profit, or charitable use. HMRC aims to respond to claims relating to the DIY Housebuilders Scheme within six weeks of receipt. Therefore, it is not expected that VAT refunds will routinely be completed within twenty working days following receipt of a claim. more like this

answer text <p>The Government announced a package of support on 3 February 2022 to help households with rising energy bills. This included a £150 non-repayable council tax rebate from April this year for households in England in council tax bands A-D and £144 million of discretionary funding to support households who need help with their energy bills but are not eligible.</p><p> </p><p>Treasury Ministers carefully considered the equalities impacts of the Council Tax Rebate and had due regard to these impacts when making decisions, in line with the legal obligations under the Public Sector Equality Duty (PSED) in the Equality Act 2010.</p> more like this

answer text <p>Under the current VAT rules, sun protection products are subject to the standard rate of VAT. High-factor sunscreen is on the NHS prescription list for certain conditions and therefore is provided VAT free when dispensed by a pharmacist.</p><p> </p><p>Expanding the scope of current VAT reliefs would impose additional pressure on the public finances, to which VAT makes a significant contribution. VAT raised around £130 billion in 2019-20 and helps to fund key spending priorities including on health, schools, and defence. Any loss in tax revenue would have to be balanced by a reduction in public spending, increased borrowing or increased taxation elsewhere. In addition, this request must be viewed in the context of almost £50 billion of requests for relief from VAT received since the EU referendum. Finally, it is never guaranteed that any reduction in tax on a given item would be passed on by the manufacturers to the end consumer.</p><p> </p><p>More widely, the Government is supporting the hardest hit with £37 billion of help to address the cost of living and cutting hundreds of pounds off household bills. Almost all of the eight million most vulnerable households across the UK will receive support of at least £1,200 this year, including a new one-off £650 cost of living payment. This intervention will substantially ease the burden on families in the face of high inflation.</p><p> </p><p>Although the Government keep all taxes under review, there are currently no plans to reduce or remove VAT on sunscreen products.</p>

answer text <p>The government recognises the importance of cash to the daily lives of millions of people across the UK, particularly to those in vulnerable groups, and has announced that it will legislate to protect access to cash in the Financial Services and Markets Bill.</p><p> </p><p>In May, the government published a summary of responses to the Access to Cash consultation. This set out the government’s intention to establish the Financial Conduct Authority as the lead regulator for retail cash access and provide it with appropriate powers for ensuring that designated firms continue to ensure the provision of deposit and withdrawal facilities across the UK. The FCA’s powers will allow it to address cash access issues at both a national and local level.</p><p> </p><p>HM Treasury will publish its expectations in a policy statement, which the FCA will be required to have regard to in carrying out its functions. The government intends to enable HM Treasury to specify baselines for reasonable access to cash withdrawal and deposit facilities across the UK, including in rural and urban areas, initially on the basis of current cash access provision.</p><p> </p><p>Around 96% of the population are within two kilometres of a free-to-use cash access point. This includes free-to-use ATMs, bank branches and Post Office branches.</p>
