answer text <p>The Government is keen that the welfare needs of racehorses are well met, both during their racing lives and afterwards. The British Horseracing Authority (BHA) is responsible for the safety of racehorses at British racecourses and the BHA works alongside the RSPCA and World Horse Welfare to make horseracing as safe as possible.</p><p> </p><p>In relation to starting stalls, the incidence of stalls fatalities is low. In 2018 there was one stalls fatality over the course of 6,591 flat races. In addition the BHA Starting Team discuss any incident which occurs in the stalls with Veterinary Officers and staff handlers to improve safety.</p><p> </p><p>However, both I and the BHA consider that more can be done to make horseracing safer in general which is why I have been holding regular discussions with the BHA about this. Most recently on the 14 May, I met with the BHA as well as the new independent Chair of the BHA’s newly appointed Horse Welfare Board. This was a constructive meeting where the number of fatalities of racehorses was acknowledged and both sides agreed that further action is required to tackle avoidable harm and make the sport safer.</p><p> </p><p>The Board committed to doing all it can to improve welfare outcomes. I stressed the need for the BHA in conjunction with the Horse Welfare Board to develop a robust action plan that will deliver tangible results and intend to stay in regular contact with both the BHA and newly appointed Horse Welfare Board to continue to press for improvements in racehorse welfare.</p>

answer text <p>The Government is committed to improving air quality in the UK. Air quality has improved significantly over recent decades, and will continue to improve, thanks to actions we have already taken. Between 2010 and 2016, emissions of nitrogen oxides fell by 27%. However, more still needs to be done.</p><p> </p><p>That is why the Government is taking action which includes the UK plan for tackling roadside nitrogen dioxide concentrations and £3.5 billion of investment in air quality and cleaner transport. The Government has also committed £2.84 million from the Clean Bus Technology Fund 2017-19 to enable West Yorkshire Combined Authority to retrofit buses with technology to reduce tailpipe emissions of nitrogen dioxide.</p><p> </p><p>Alongside national action, local authorities have a crucial role to play in improving air quality in their areas. They have a statutory duty to review and assess air quality, to declare air quality management areas (AQMAs) and to put in place action plans where air quality objectives are not being met. The City of York Council has declared three AQMAs to target pollution hotspots, and adopted an action plan in 2015 covering all three AQMAs.</p><p> </p><p>The Council was one of 230 English local authorities with longstanding air quality challenges that I wrote to in November 2016 to better understand the circumstances they face and to press the need for further action. The councils are taking a range of actions to improve air quality, including development of an overarching Low Emission Strategy designed to reduce emissions from all sources.</p><p> </p><p>Since 2006 a total of £598,078 in air quality grant funding has been awarded to the City of York Council (of which £216,008 was awarded in this year’s round) to support projects aimed at improving air quality in its area. The Government’s Air Quality Grant fund is a bid-in scheme to support local authorities to improve air quality.</p><p> </p><p>The Government also provides guidance and technical support to local authorities via a dedicated local air quality management helpdesk.</p><p> </p><p> </p>

answer text <p>The Government is aware of a small number of examples of leasehold properties at high flood risk that are citing high premiums for buildings insurance. The Government and Association of British Insurers (ABI) and BIBA have committed to monitoring the market for properties which are out of scope for Flood Re.</p><p>A clear decision was taken that Flood Re is not able to provide support for those landlords or management companies with commercial insurance, which would include leasehold blocks of flats that contain 4 or more units; if individual leaseholders are responsible for securing their own buildings insurance then they are eligible for Flood Re. Leasehold blocks containing 3 units or fewer where the freeholder(s) lives in one of the units to be insured would be eligible if they meet the qualifying eligibility criteria. Leaseholders are already eligible for contents insurance under Flood Re.</p><p>We are following with interest a new service being provided by a BIBA broker which offers to formally vary leasehold agreements in order to give the leaseholder a possible solution by offering individual policies to insure the structure of their property, thus allowing the leaseholder to access Flood Re.</p><p> </p>

answer text <p>There are a small number of small businesses at high flood risk in recently flooded communities that struggle to access affordable insurance.</p><p>A British Insurance Broker Association (BIBA) insurance product, launched in December 2016, provides flood insurance for small businesses that have struggled to access it to-date. It also provides insurance against the excess of a policy, which was taken up 1,100 times in the first 12 months.</p><p>The Government is also working closely with the insurance and building industries to help support small businesses to become more resilient to flooding, stopping water entering the property and speeding recovery when it does.</p><p> </p><p>The Government has no plans to devise a flood insurance scheme, along the lines of Flood Re, for the owners of small businesses. There is not sufficient evidence to justify the cross subsidy that would be required of other businesses.</p> more like this

answer text <p>£255 million has been allocated as an implementation fund to assist local authorities in carrying out feasibility studies and delivering their local plans. These will focus on supporting the development and implementation of measures to deliver compliance in the shortest possible time. The Government will assess these local plans to ensure they are effective, fair, good value and deliver the necessary air quality compliance.</p><p> </p><p>Legally binding directions require the 23 local authorities identified for the first time in the plan to produce initial plans by 31 March 2018 with final plans by 31 December 2018.</p> more like this
