answer text <p>Leaving the EU will mean the UK will become an independent coastal state for the first time in 40 years. The UK will be able to control access to UK waters and secure a fairer share of fishing opportunities, for the benefit of the whole of the UK fishing industry, including Northern Ireland.</p><p> </p><p>Our vision for future fisheries policy is set out in the Fisheries White Paper: Sustainable Fisheries for Future Generations. The Fisheries Bill provides the powers necessary to manage our fisheries as an independent coastal state.</p><p> </p><p>On 10 December 2018, the Secretary of State announced £37.2 million of extra funding for the UK seafood sector for projects approved during 2019 and 2020 to boost the industry as we become an independent coastal state. In line with the existing allocation of European Maritime and Fisheries Fund funds, £3.6 million of this additional funding will be allocated to Northern Ireland.</p> more like this

answer text <p>Flood defence spending is a devolved matter, so questions about flood management spending and policy should be directed to the devolved administration as Defra does not have information on devolved administration spending. The Barnett formula is applied in the normal way to any new funding provided to UK Government Departments, when the funding is allocated to those Departments’ budgets. ‘Barnetted’ funding to devolved administrations is not ring fenced.</p> more like this

The case of BSE confirmed in Poland on 4 February was atypical BSE, which can occur spontaneously in all cattle populations at a very low rate. answer text <p>International veterinary agreements that cover trade arrangements fall within the competence of the EU. The EU has not concluded any new veterinary trade agreements over the last five years.</p><p> </p><p> </p><p> </p><p>As the EU holds competence for trade, the UK would not have concluded any independent trade deals in line with its status as a Member State.</p><p> </p><p> </p><p> </p><p>Additionally, the UK currently has around 1,600 Export Health Certificates (EHCs) to support exports to some 154 countries outside the EU. These are templates accepted by the importing country to provide technical assurances on public and animal health. They cover certain live animals and products of animal origin, such as food. answer text <p>There have been three Defra and devolved administration ministerial meetings in the past six months with a Senior Civil Servant from Northern Ireland in attendance.</p><p> </p><p>There have been twenty official-level meetings between Defra and all of the devolved administrations prior to the introduction of the Bill to discuss draft provisions and joint working. Since the introduction of the Bill, official-level meetings have continued on a regular basis with weekly contact between Defra and the Department of Agriculture, Environment and Rural Affairs (DAERA) to discuss both the timetable for the Agriculture Bill and the potential effect of its provisions on Northern Ireland.</p><p> </p><p>We have been working constructively with officials in DAERA to discuss provisions for Northern Ireland in the Agriculture Bill. Agriculture policy is devolved and it will be for a future Northern Ireland Executive to determine its own policy. However in the absence of an Assembly, Northern Ireland officials’ approach to the Bill is to ensure that the status quo can continue and that future Executive Ministers have the flexibility to develop future policy.</p><p> </p>

answer text <p>Defra is working closely with Border Force to agree a framework for co-operation to ensure the effective enforcement of legislation relating to biosecurity risks, including the illegal importation of animals.</p><p>My officials have advised Border Force that we will be seeking their support in planned discussions with the Animal and Plant Health Agency and local authorities to explore ways in which we can improve enforcement of these controls at the border.</p> more like this
