However, as part of our wider consultation on the introduction of a deposit return scheme for drinks containers, we have been working closely with soft drinks manufacturers and other stakeholders on proposals aimed at boosting recycling rates, reducing littering and recovering high quality materials for reprocessing. In the event of no deal being reached, the Chancellor announced on 24 July 2018 that all EMFF projects approved before the closure date of the current programme will be fully funded under a Treasury guarantee. On 10 December 2018, this Government announced £37.2 million of extra funding for the UK seafood sector for projects approved during 2019 and 2020 to boost the industry as we become an independent coastal state.</p><p> </p><p>Applications for funding to improve infrastructure in fishing ports should be directed to the Marine Management Organisation (MMO) in England. Applications are assessed against the scheme rules. Our recently published Green Finance Strategy is an example of how we are driving this change by ensuring environmental risks and opportunities are integrated into mainstream financial decision-making; and accelerating finance to support the delivery of our environmental ambitions.</p><p> </p><p>A key pillar of this approach is our plan to replace the scheme of payments under the EU’s Common Agricultural Policy with a new Environmental Land Management scheme. As we leave the EU, we will establish a new scheme of payments to reward land managers for providing public goods, aligned to the goals of the 25 Year Environment Plan.</p><p> </p><p>In addition, the forthcoming Environment Bill will introduce a mandatory biodiversity net gain requirement for development. This will incentivise the avoidance of environmental impacts in development design, encourage the delivery of wildlife habitats in development sites, and stimulate the development of markets in habitat creation which will help to ensure that developers are able to fulfil net gain obligations off site when appropriate. The Government is committed to tackling air pollution, including reducing impacts on vulnerable groups such as children. We have put in place a £3.5billion plan to improve air quality and reduce harmful emissions and on 14 January 2019, we announced our new world leading Clean Air Strategy, which includes new and ambitious goals, legislation, investment and policies which will help us to clean up our air faster and more effectively.
