answer text <p>The Northern Ireland plant health label (NIPHL) scheme operates in a similar way to the existing UK plant passport regime for goods moved across other parts of the UK and is integrated with the UK scheme.</p><p> </p><p>​​A NIPHL can be attached to goods prior to their movement to Northern Ireland by an authorised GB seller - in the same way as the current UK plant passport regime. This arrangement reduces the burden on businesses, who will be authorised to issue and/or attach the NIPHL in a similar manner as is required under the current UK plant passport.</p> more like this

answer text <p>Under the Windsor Framework professional operators, including growers and garden centres, can move plants (including trees) and seeds between Great Britain and Northern Ireland via the new Northern Ireland plant health label scheme.</p><p> </p><p>Consumers wishing to source plants and seeds direct from GB growers will be able to do so through a registered operator in Northern Ireland. We maintain a close working relationship with the horticultural industry to ensure that consumers can access plants and trees from a wide variety of sources.</p><p> </p><p>We continue to have regular conversations with the EU on a wide range of issues related to the application of the Windsor Framework and its impacts on consumers in Northern Ireland and Great Britain.</p><p> </p> more like this

answer text <p>The first phase of ‘Not-for-EU’ labelling requirements under the Northern Ireland Retail Movement Scheme took effect from 1 October. Further phases will follow in October 2024 and July 2025. The Government would not normally provide any financial support to businesses for the cost of new labelling requirements. However, in recognition of the accelerated timescale compared with standard labelling changes, we have exceptionally made available a £50 million fund, the Transitional Labelling Financial Assistance Scheme. This will cover 2023-24 (phase one) costs only, because the following phases are in line with normal timescales for labelling changes. Redesign, printing and warehouse costs for product, box, and shelf level labelling will all be in scope.</p><p> </p><p>The Government will publish its assessment of the costs of the new labelling requirements in due course. The £50 million grant fund we have announced is designed to cover the majority, though not all, of industry costs incurred in this respect. This is to encourage efficiency and because labelling changes would normally be part of the cost of doing business for the food industry, as well as to protect the public purse.</p>

answer text <p>The Windsor Framework agreement has safeguarded the supplies of veterinary medicines from Great Britain to Northern Ireland to the end of 2025. During this extension to the grace period there will be no changes to the existing requirements on the supply of veterinary medicines to Northern Ireland and businesses should continue operating as they have done to date.</p><p>The Government’s position is clear, there needs to be a long-term and permanent solution which maintains the uninterrupted flow of veterinary medicines into Northern Ireland from Great Britain on which so many people and businesses rely. Industry engagement has been our core focus in recent months, where we are strengthening and collating further evidence on products at risk. We remain clear with the EU that any future arrangements must consider the overwhelming reliance of Northern Ireland on veterinary medicines from Great Britain.</p> more like this
