answer text <p>Creativity, arts and heritage make our towns and cities unique and our communities better places to live, and we should celebrate the rich local heritage and culture of towns across the UK.</p><p> </p><p>We are committing departmental resources to supporting and celebrating towns through delivering a range of effective and targeted policy interventions. These include the Cultural Development Fund, Heritage Action Zones, and the Discover England Fund, as well as continued support to our arms-length bodies, such as Arts Council England and the National Lottery Heritage Fund, many of which do great work to support culture in towns.</p><p> </p><p>We also believe that culture, as well as other sectors supported by DCMS have an important role to play in the development of local regeneration plans for towns that will be supported through the new multi-billion pound Towns Fund. The fund is at the heart of the Government’s commitment to leveling up our left behind places, to improve connectivity, provide vital social and cultural infrastructure, and boost growth. As we work with MHCLG to roll out the Towns Fund, we will consider the best way to highlight the great cultural offers many of our towns have, including whether and how this could build towards a potential Town of Culture competition.</p><p> </p>

answer text <p>DCMS brought forward detailed secondary legislation that will allow Ofcom to licence small-scale DAB radio multiplex services in June 2019. The small-scale Radio Multiplex and Community Digital Radio Order 2019 completed its Commons and Lords committee stages where it received cross party support. We expect the Order will shortly complete its final stage of a Motion from the House of Commons.</p><p>The next phase is for Ofcom to complete the consultation on their plans to license small-scale DAB, using the new powers the Government is proposing, through Parliament, to give them. Ofcom expect to be able to publish a post-consultation Statement early next year, at which point Ofcom plan to begin the process of advertising new small-scale radio multiplex licences.</p> more like this

answer text <p>The Cyber Skills Immediate Impact Fund encourages a sector-led approach to stimulating the cyber security retraining ecosystem in a sustainable way. It is designed to increase the number and diversity of individuals pursuing a career in the cyber security profession. Launched in 2018, the Cyber Skills Immediate Impact Fund announced its third funding round on 14 August 2019.</p><p> </p><p>We are currently running an open grant competition for proposed initiatives to apply for funding. We expect to support several new initiatives in this round of funding, working closely with employers to maximise the employment prospects of the individuals benefiting from the training programmes. Over 400 people have already benefited from training supported by previous funding rounds, and our objective is that greater numbers will benefit as the businesses we partner with further invest in this sector. The outcome of this programme will be reported in due course.</p><p> </p><p><strong> </strong></p>

answer text <p>The government is committing to delivering nationwide gigabit capable connectivity as soon as possible. Much progress has already been made, and this government will continue to take action to remove barriers to network rollout and to ensure that those in the hardest to reach areas are not left behind.</p><p>The government set out a clear policy direction for the UK’s digital infrastructure in last year’s Future Telecoms Infrastructure Review. Since then the government has:</p><p><br> - Issued the first Statement of Strategic Priorities for Ofcom, which provides the regulator with context and guidance about Government’s policy priorities and desired outcomes in the communications markets, including the need for stable and long term regulation that incentivises investment and ensure competition for gigabit capable networks.</p><p>- Consulted on improving access for network builders to tenanted properties and new builds.</p><p>- Invested public funding in the deployment of gigabit capable broadband in the less commercial areas of the country. For example, the Government has launched the £200 million Rural Gigabit Connectivity programme as the first stage in our outside-in programme to rollout gigabit broadband to the most rural and remote areas of the country, and the existing superfast broadband programme has pivoted towards full fibre provision.</p><p>The government has plans to build further on this work, including plans to introduce legislation on easier access to tenanted properties and ensuring new builds have gigabit connectivity.</p><p>Specifically in Hampshire, CityFibre and Toob have both announced plans to invest in full fibre networks whilst Virgin Media have announced that Southampton will be the first city they will upgrade to gigabit capable connectivity. Government is also supporting deployment in Hampshire with projects in Portsmouth and the Isle of Wight through the Local Full Fibre Networks programme, having already passed over 7,000 premises in Hampshire with full fibre through the Superfast Programme.</p>

answer text <p>The future of the over 75 concession is the responsibility of the BBC, not Government. We are very disappointed with the BBC’s decision to restrict the concession to only those aged over 75 in receipt of Pension Credit.</p><p> </p><p>The BBC published research from Frontier Economics in November 2018 which looked at the potential impact of changes to the concession on those aged 75 and over.
