answer	answer is ministerial correction date of answer 21/10/2020 answer text <p>The Government recognises that the pandemic presents a significant challenge to the live entertainment industry.</p><p>As part of the Government’s roadmap to get the performing arts and live entertainment sectors back up and running, venues and organisations are able to put on live performances in front of a socially-distanced audience in line with the latest <a href="https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19/performing-arts" target="_blank">Covid secure guidance</a>.</p><p>Venues and events such as theatres, concert halls and other entertainment venues that are already able to host more than six people, and are COVID-secure in line with the relevant guidance, will continue to be able to do so. Groups within an event must follow restrictions set out in Local Covid Alert levels. In line with the Performing Arts guidance, there cannot be any interaction between separate and distinct groups of no more than 6 (In Medium areas and outdoors) or individual households (in High and Very High areas) at any time (depending on <a href="https://www.gov.uk/guidance/local-covid-alert-levels-what-you-need-to-know" target="_blank">Local Covid Alert Level restrictions</a>).</p><p>In Medium Local Covid Alert Level areas it is <a href="https://www.legislation.gov.uk/uksi/2020/684" target="_blank">against the law</a> to gather in groups of more than six people within a venue or event, unless everyone is from the same household or support bubble. This funding will continue to support this work over the winter.</p><p>We are not able to replace every pound of funding charities would have received this year, and many organisations will need to assess what measures they need to take. Information on the wider measures the government has made available and details on how to access the support can be found on gov.uk. The Charity Commission has also published guidance on gov.uk, which sets out how charities can get support for their staff, advice on use of reserves, and other potential issues.</p><p>We will continue to work with the charity and social enterprise sectors to assess emerging needs and how we can best support them during the COVID-19 pandemic and through recovery.</p><p>Ensuring charities can safely begin fundraising activities will be a crucial part of the sector’s recovery. DCMS has worked closely with its sectors to publish guidance relating to COVID-19. This includes practical guidance and resources from the Fundraising Regulator and Chartered Institute of Fundraising supporting charities to safeguard the public, staff and volunteers as they plan to return to fundraising activities in a safe and responsible way. This includes an expansion of the Job Support Scheme (JSS) to cover 61.67% of wages for open businesses, an increase to self-employed grants, additional business grants, and an extension of the VAT reduction to 5%. This is an addition to the measures outlined on 24 September, which is intended to cover businesses closed by national and local restrictions. Individual businesses will need to evaluate the applicability of these schemes based on their own financial circumstance.</p><p>The Treasury has published a JSS policy paper (which can be found here <a href="https://www.gov.uk/government/publications/the-job-support-scheme/the-job-support-scheme" target="_blank">https://www.gov.uk/government/publications/the-job-support-scheme/the-job-support-scheme</a>) , giving further details on eligibility criteria, conditions and timescales for making claims under the JSS Open and the JSS Closed. answer	answer is ministerial correction date of answer 26/10/2020 answer text <p>We recognise the crucial role that freelance individuals play in making our arts and creative industries world-leading.</p><p><strong> </strong></p><p>We recognise the crucial role that individuals play in making our arts and creative industries world-leading. As a result of these grants and loans, organisations will be more able to resume cultural activity, albeit in a socially distanced way, which will increase employment opportunities for freelancers. Each organisation that receives money will know what best they can do to support their workforce, including their freelance workforce.</p><p><strong> </strong></p><p>And the culture recovery fund will benefit freelancers, because it will invest in organisations and help them to reopen, and restart performances. It will help many put on cultural activity within this Financial Year which wouldn’t have been possible without this funding.</p><p><strong> </strong></p><p>The government has taken active steps to support the self-employed. Over three quarters of eligible people in the cultural sectors have benefitted from the Self-Employment Income Support Scheme (SEISS).</p><p> </p><p>The Arts Council England has made £119 million available to individuals, with £23.1 million already distributed and £95.9 million currently available to apply for via open funds. This includes:</p><ul><li><p>£17.1 million distributed through the Emergency Response Fund for individuals;</p></li><li><p>£6 million distributed by a series of Benevolent Funds focused on the self employed.</p></li><li><p>£18 million available through their Developing Your Creative Practice fund;</p></li><li><p>£77.9 million available through National Lottery Project Grants (available to both individuals and organisations).</p></li></ul><p> </p><p>And the £1.57 billion Culture Recovery Fund will benefit freelancers, because it will invest in organisations and help them to reopen, and restart performances. It will help many put on cultural activity within this Financial Year which wouldn’t have been possible without this funding.</p><p> </p><p>The 1,385 successful arts recipients that were announced on Monday 12 October set out in their applications that this support would enable them to deliver over £150million of cultural activity before the end of March 2021.
