This provides a budget to cover NCS provider payments and a budget to cover NCS Trust's operating costs.</p><p> </p><p>NCS Trust was incorporated on 1 October 2012 and its first annual accounts were published on 31 March 2014. answer	answer is ministerial correction date of answer 13/12/2018 answer text <p>DCMS invests in youth organisations in a number of ways including the National Citizen Service and the Youth Investment and #iwill Funds in partnership with Big Lottery Fund.</p><p> </p><p>Independent charities are responsible for managing their own funding through various mechanisms including donations, trading and investment; and are accountable for their own financial solvency.</p><p> </p><p>vInspired informed DCMS officials that they were in financial difficulties and expected to shortly commence insolvency procedures in November 2018.</p><p> </p><p>vInspired Education are responsible for delivering the NCS programme in the North East, however this is a separate legal entity to vInspired. In addition, the Government is investing up to £40 million (in partnership with the Big Lottery Fund) in the Youth Investment Fund, which is supporting 90 youth organisations around the country to create and expand open access youth projects, and is expected to benefit up to 300,000 young people. We believe they are best placed to know what is required in their communities.</p><p> </p><p>Alongside this, we are investing in youth organisations in a number of ways including:</p><ul><li>National Citizen Service (over £1bn has been allocated to NCS between 15/16 and 19/20) which is delivered via a supply chain network of over 100 organisations, including many youth organisations;</li><li>Creating a new, independent organisation that will administer a £90m fund using money from dormant accounts to address barriers to employment for young people, in areas of significant racial disparity. answer	answer is ministerial correction date of answer 11/09/2018 answer text <p>DCMS endeavour to ensure that a diverse field of candidates apply to Public Appointments campaigns in order to meet the requirements of the Public Sector Equality Duty. As a result, Ministers are presented with a choice of appointable candidates whose skills, experience and qualities meet the needs of the required roles</p><p><br> The NCS Trust board member roles were advertised on the Cabinet Office Public Appointments website, the NCS Trust website and other channels and networks used for DCMS appointments, as well as on social media. Given the need to fill multiple Board positions, and the importance of attracting a diverse pool of applicants, we worked closely with the NCS Trust to identify a variety of other channels specific to the requirements of these roles and to endeavour to attract a diverse field of candidates</p><p><br> In addition, NCS Trust has an extensive national youth board network, via which the views of young people across the country are heard at all levels across the NCS Trust. answer	answer is ministerial correction date of answer 11/09/2018 answer text <p>The recommissioning of NCS provider contracts in 2020 gives a key opportunity to make efficiencies and drive down costs, which will further improve value for money for the taxpayer.</p><p> </p><p>We are working closely with the NCS Trust on the recommissioning programme, and all contracts will be awarded by the new National Citizen Service Trust Royal Charter Body. answer	answer is ministerial correction date of answer 11/09/2018 answer text <p>Around 85% of NCS programmes this year include activities with an explicit focus on political and democratic engagement. The Parliament Education Service (PES) are just one of the partners who help to deliver this content, but they alone reached 11,000 young people across the country this Summer (data is not held centrally on the locations of these workshops). Furthermore, the NCS Trust Extension Team is also working with Bite the Ballot to support NCS graduates to engage with National Democracy Week in 2019.</p><p> </p><p>The NCS Trust are in the process of revamping programme quality and planning frameworks, which will set an expectation that all NCS programmes will feature sessions designed to improve political and democratic outcomes (as per the requirement in the NCS Royal Charter).
