question text	To ask His Majesty's Government what assessment they have made of the report by the His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services An inspection of vetting, misconduct, and misogyny in the police service, published on 2 November, which found that some police officers suspected of links to organised crime, or found guilty of sexual crimes, were transferred to other police forces without vetting; whether the Police Federation was involved in the transfer of these officers; if so, on how many occasions; and whether the Federation were aware of the issues that these officers may have faced if a vetting process had been carried out.

We expect policing to address its forty recommendations in full, including those relating to transferees.</p><p>The Home Office has no involvement in individual vetting decisions – this is an operational matter for forces – and does not collect this data.</p><p>The College of Policing, who set and maintain training standards for policing, published the Code of Ethics in 2014 which sets out clear standards of professional behaviour. The College of Policing’s foundation training for all those entering the service includes substantial coverage the Code of Ethics. question text	To ask Her Majesty's Government from which countries in Sub-Saharan Africa it is necessary for potential students to travel to another country to take an English language test in order to obtain a UK student visa.

answer	answer is ministerial correction date of answer 06/05/2020 answer text <p>Higher Education Providers (HEP) with a track record of compliance are able to decide how they assess the English language ability of their students studying at degree level or above. They can make this assessment however they choose and the Government does not impose any requirement for prospective students to travel to another country.</p><p>Due to Covid-19, the ability for Higher Education Providers to self-assess the English ability of their prospective students has been exceptionally extended to some students studying below degree level.</p><p>Where sponsors are not HEPs, students are required to demonstrate English ability to B1 level. These students must demonstrate their English language ability by undertaking a Secure English Language Test (SELT), or meet one of the exceptions.</p><p>There is currently a procurement project underway for SELT. Following mobilisation of new concessions there will be four overseas SELT Providers, which will increase customers choice of location for taking a test.</p><p>Both the Chevening and Commonwealth scholarships programmes have poli-cies in place to ensure maximum flexibility and opportunity for scholarship awardees from countries where English language testing facilities are limited or unavailable.</p><p>The Chevening Scholarship provides assistance to Chevening scholars who are required to travel internationally to take English Language Testing (ELTs), or if necessary, bring invigilators to posts.</p> answering member printed Baroness Williams of Trafford grouped question UIN HL3189 HL3190 HL3191 question first answered 06/05/2020 15:54:46 answering member 4311 label Biography information for Baroness Williams of Trafford
