answer text <p>The Home Office uses a number of tools to ensure that the vast majority of individuals who are liable to removal from the UK are managed in the community. These include reporting mechanisms, a new simplified immigration bail, and electronic monitoring for some foreign national offenders.</p><p>We regularly review our practices, taking account of external research into alternatives to detention. Following a recent meeting between officials and representatives of the UNHCR and from Canada and Sweden, to discuss best practice, opportunities for further work are being explored with a range of faith and community groups and other non-governmental organisations. The merits and associated costs will be an integral part of this ongoing work.</p> more like this

answer text <p>Funding decisions in relation to substance misuse services have been devolved to local authorities through the public health grant. It is for local authorities to commission the appropriate health services to address the use of volatile substances based on an assessment of local need.</p><p> </p><p>Local areas need to consider how best to prevent and treat volatile substance use through age appropriate services. Local specialist services can support young people to address their substance misuse, and should operate as part of a wider network of services which aim to support young people with a range of issues and help them to build their resilience.</p><p> </p><p>Adults who have problems with volatile substances can also access support from community drug and alcohol services, which should be able to provide appropriate psychosocial interventions to help them stop using these substances and medicines for symptomatic relief if needed.</p> more like this

answer text <p>The Government has noted the key findings from the report of the Office of National Statistics on deaths related to volatile substances and helium in Great Britain.</p><p>We are committed to preventing deaths related to substance misuse. Our Drug Strategy, published in July 2017, brings together police, health, community and global partners to tackle the illicit drug trade, protect the most vulnerable and help those with drug dependency to recover and turn their lives around<strong>.</strong></p><p>Drug control is kept under constant review and we work in consultation with the Advisory Council on the Misuse of Drugs to consider any new evidence of misuse or harms.</p> more like this

answer text <p>Fraud is a heinous crime often affecting the most vulnerable members of society such as the elderly and those who may be susceptible to approaches from fraudsters. Through the Joint Fraud Taskforce the Government is working collaboratively with the police, banks, and national trading standards to implement a series of measures designed to protect vulnerable and susceptible people from becoming victims of fraud, and to provide better care and assistance to those who do become victims. We are committed to measuring the effectiveness of these measures.</p><p> </p><p>The Joint Fraud Taskforce has supported the roll-out of the Banking Protocol, through which bank staff are trained to recognise signs that fraud may be taking place in branch. The Banking Protocol guarantees a direct enforcement response and has so far stopped over £16m from getting into criminal hands and led to over 150 arrests.</p><p> </p><p>The Taskforce has also supported the development and launch of a Code of Practice for banks which sets minimum standards for the recognition and care of victims of fraud and financial abuse. The Taskforce is working to ensure that all banks adhere to the principles of the Code of Practice and is currently developing this monitoring.</p><p> </p><p>The Take Five to Stop Fraud campaign developed by the banks and the Home Office is designed to help encourage the public to protect themselves from fraud and scams, providing advice on specific protective behaviours including around phishing. The campaign was developed jointly by industry, Government experts and the Joint Fraud Taskforce. Take Five has partnered with a number of organisations including Neighbourhood Watch, National Trading Standards and Age UK to ensure awareness is raised amongst older people. The Take Five video advert has been viewed over 13 million times, and millions have engaged with the campaign on social media. The Take Five Week in January generated 108 pieces of coverage and over 160</p><p>partners supported the week, including law enforcement, and public and private sector partners. Neighbourhood Watch reached over 368,000 members with an e-alert on Take Five, and circulated 100,000 co-branded Take Five window stickers to local co-ordinators.</p>

answer text <p>In December 2017, we reached a deal with the EU on citizens’ rights. Last week, we reached a reciprocal agreement with the EU on citizens’ rights in the Implementation Period.</p><p>The government is considering a range of options for the future immigration system and will set out proposals later this year. We have asked the independent Migration Advisory Committee (MAC) to advise in September this year on the economic and social impacts of UK’s exit from the EU and also on how the UK’s immigration system should be aligned with a modern industrial strategy. The MAC published an interim report on 27 March and we will be considering the detail of their interim report closely.</p><p>The Government will have sufficient time to take account of the MAC’s advice when making any final decisions about our future immigration system, which will be implemented from 2021.</p> more like this
