answer text <p>The Government’s top priority is the safety and security of the public. The 2015 Spending Review settlement protected counter-terrorism policing spend until 2020-21 and included a significant capital increase to deliver growth of key counter-terrorist policing capabilities.The Government is in regular dialogue with the police to ensure that the right powers, capabilities and resources are in place across all areas of policing.</p><p>In recognition of the pressures on policing following this year’s terrorist attacks, the Home Secretary has announced a further £24 million for counter-terrorism policing. Work is currently under way to review the UK’s counter-terrorism strategy, CONTEST,including drawing on the lessons learned from the attacks in London and Manchester.</p><p>We remain committed to increasing cross-government spending on counter-terrorism by 30%, from £11.7 billion to £15.1 billion.</p> more like this

answer text <p>Police training and guidance are the responsibility of the College of Policing, which has recently launched a sexual offences Special Investigator Development Programme, and has updated its Authorised Professional Practice on domestic abuse and rape. The College has also launched a new training programme developed by the voluntary sector called ‘Domestic Abuse Matters’ which focuses on improved evidence gathering and understanding of controlling and coercive behaviour. This training is being rolled out across forces.</p><p> </p><p>Through the Police Transformation Fund, the Home Office has also awarded £1.9 million to the College to pilot a new ‘licence to practise’ which will ensure that only those officers who are qualified to carry out specialist investigations in high risk areas like child protection, are able to do so. And, up to £12.4million has also been awarded for the Digital Policing Programme, including the Digital Evidence Transfer Service. This is designed to allow forces to rapidly transmit the increasing body of digital evidence across the criminal justice system.</p>

answer text <p>The final police settlement for 2017/18 was laid in Parliament on 1<sup>st</sup> February 2017. The final police settlement was debated and agreed in the House of Commons on 22<sup>nd</sup> February.</p><p>Overall police spending, including council tax precept, is protected in real terms for the period of Spending Review 2015. Each PCC who maximised their precept income in 2015/16 and 2016/17 are receiving at least cash flat direct resource funding in 2017/18 when compared to 2015/16.</p> more like this

answer text <p>Since Spending Review 2015, we have provided additional flexibility for the 10 Police &amp; Crime Commissioners in England with the lowest precept bills each year (the lower quartile). These PCCS are able to raise their precept by £5 per Band D household, compared to the usual 2%, without triggering a local referendum. This additional flexibility has enabled those PCCs with the lowest precept bills to achieve similar increases, on average, in band D level to those in the highest quartile.</p> more like this

It was necessary for the Government to address the deficit and it was right that the police contributed to that.</p><p>Forces have largely risen to the challenge and demonstrated that it is possible to make efficiencies whilst delivering a high quality service to the public.
