We are not complacent, however, and we remain alert to changes in trends. We will not tolerate a practice that can cause extreme and lifelong physical and psychological suffering to women and girls. On 22 July, the Government marked the first anniversary of the Girl Summit – the first global summit to mobilise domestic and international efforts to end FGM and child and forced marriage within a generation. All of the commitments made at the Summit have now been delivered, with Home Office commitments including:</p><p>• a new mandatory reporting duty, provided for in the Serious Crime Act 2015 and due to commence in October this year, which will require specified professionals to report ‘known’ cases of FGM to the police;</p><p>• the launch of the Home Office’s FGM Unit, which provides outreach support to local areas and works with the police, voluntary and community sector, survivors and professionals to develop policies and practices to end FGM;</p><p>• providing resources for frontline professionals, including: a resource pack, e-learning, and distributing over 440,000 communication materials; and</p><p>• the launch of a force level inspection by Her Majesty’s Inspectorate of Constabulary on the police response to ‘honour’ based violence, including FGM, to help ensure the enforcement is as good as it can be. We are therefore working with responsible social media companies to take robust action against terrorist material. Since 2010, over 100,000 pieces of terrorist-related material have been removed at the request of the dedicated Counter-Terrorism Internet Referral Unit. We are pressing social media companies to take stronger, faster and further action to combat the use of their services by terrorist and extremist groups. We want to see a zero tolerance approach to terrorist activity on their networks. Crime that is motivated by hostility or hatred towards the victim is particularly corrosive and can have devastating consequences for victims and their families. In 2012, the previous Government published a hate crime action plan and a total of 13 actions were dedicated to the prevention of disability hate crime, including the creation of a new cross government Disability Strategy, the publication of the Crown Prosecution Service Action Plan on disability hate crime and publishing examples of good practice by disabled persons’ user-led organisations. The progress report on the action plan, published in 2014, showed that we had either completed or made good progress on all actions.</p><p>The number of police-recorded hate crimes against disabled people has increased each year since records began in 2011. There were 1,753 reports in 2011/2012, 1,843 in 2012/2013 and 1,985 in 2013/2014. This could indicate that there is an increased understanding of disability hate crime by police and victims.</p><p>The Government is currently speaking to a number of organisations and individuals to inform the next steps in our strategy to tackle disability hate crime. We are working closely with the City of London Police (CoLP), the national lead force for fraud, to support local forces and partners deliver effective protective advice to the public on fraud, including phone scams. CoLP operates Action Fraud, the national reporting centre for fraud and cyber crime, and the National Fraud Intelligence Bureau, and works to ensure that the public has the information they need to protect themselves from telephone fraud. When a serious threat or a new type of fraud is identified, Action Fraud places an alert on its website with advice for individuals to protect themselves from becoming victims. Members of the public can sign up to receive these alerts by email.</p><p>We are also working closely with Financial Fraud Action UK and the British Bankers’ Association who have issued advice to consumers on how to protect themselves from phone scammers.</p><p>Ofcom, the communications regulator in the UK, has worked closely with the Metropolitan Police Service, Action Fraud and landline providers to prevent criminals exploiting phone lines to trick and defraud members of the public. All landline providers have now reduced the time a call remains open after one party hangs up down to two seconds. The majority of respondents (73%) agreed with the proposals.</p><p>In the response to the consultation published on 12 March the Government confirmed it would reconvene the Home Office Fees Working Group, which has representation from shooting organisations, to oversee the review of the fees on an annual basis. answer	answer is ministerial correction date of answer 22/07/2015 answer text <p>The Psychoactive Substances Bill provides that a substance produces a psychoactive effect in a person if, by stimulating or depressing the person’s central nervous system, it affects the person’s mental functioning or emotional state.</p><p>Psychoactive substances cause an alteration in the individual’s state of consciousness by producing a range of effects including, but not limited to: hallucinations; drowsiness; as well as changes in mood, alertness, perception of time and space, or empathy with others.</p><p>In preparation for the planned implementation of the legislation in April 2016, we are committed to ensuring that there are mechanisms in place to determine the psychoactivity of seized substances in a timely and effective way.</p><p>A forensic strategy to underpin the Bill is being established with input from the Advisory Council on the Misuse of Drugs (ACMD) as well as the Forensic Regulator’s office to ensure that the quality of forensic evidence is maintained to satisfy the evidential standards in court proceedings.</p><p>We will put in place a testing regime that is proactive and can also respond quickly when new substances emerge where evidence of psychoactivity is required. We will build a database of substances and evidence of their psychoactivity, supported by the provision of chemical reference standards.</p><p>The Home Office’s Forensic Early Warning System (FEWS) has a proven record in improving the detection and identification of new substances in the UK, providing chemical reference standards and building capability in the forensic community. Through the expansion of FEWS, the Centre for Applied Science and Technology (CAST) will build on this work to meet any demand related to evidentially assessing psychoactivity. CAST is exploring how we harness existing evidence from the research community, international approaches and published data.
