answer	answer is ministerial correction date of answer 16/09/2015 answer text <p>The Government does not collate centrally information in respect of the cost of the former Police Authorities or of the Offices of the Police and Crime Commissioners (PCCs).</p><p>Under the Police Reform and Social Responsibility Act 2011, it is the responsibility of PCCs to determine how each police area’s funding settlement is allocated, including setting the police force budget and the running of the PCC’s office.</p><p>The 2011 Act specifies that PCCs must publish key information as prescribed by the Secretary of State. The Elected Local Policing Bodies (Specified Information) Order 2011 (and amended in 2012) sets out what information must be published: <a href="http://www.legislation.gov.uk/uksi/2011/3050/contents/made" target="_blank">http://www.legislation.gov.uk/uksi/2011/3050/contents/made</a></p><p>The publication of this information enables the local electorate to judge whether the PCC is making the best use of public money at the ballot box.</p><p>PCCs perform a completely different role from the old Police Authorities they replaced. PCCs are providing accountable, visible leadership, and making a real difference to policing locally.</p><p>The Home Affairs Select Committee recognised in their 2014 report that individual PCCs are providing greater clarity of leadership for policing in their areas, and are increasingly recognised for the strategic direction they are providing. The independent Crime Survey for England and Wales shows that crime has fallen by more than a quarter since June 2010, with almost 2.5 million fewer crimes a year. Everyone now has a direct say in policing in their area, through their locally elected and accountable Police and Crime Commissioner. Since coming into post, PCCs have brought real local accountability to how Chief Constables and their forces perform. PCCs are also taking a lead role in driving collaboration between forces and with other emergency services to deliver more effective services and better value for money for the taxpayer. Beyond policing, PCCs have brought focus and drive to work with local partners on crime and criminal justice matters. PCCs are delivering a level of transparency, visibility and accountability that did not exist before 2012 <br>under the invisible and unaccountable model of police authorities that preceded them. <br><br>The total cost of the national PCC elections in November 2012 was £66.8 million. This comprised:- <br>• £59.8 million for administering the elections – the breakdown of when this expenditure occurred will be placed in the House Library;<br>• £3.4million spent by the Home Office on promotional activity in March 2013; and <br>• £3.6 million that the Electoral Commission spent on mailing booklets. It is right that they are held to the very highest standards. It is precisely because PCCs are visible, elected individuals that they are able to be held to account in this way, quite in contrast to police authorities. PCCs are delivering a level of transparency, visibility and accountability that did not exist before 2012 under the Police Authority model of police governance.</p><p>There have been 44 PCC related complaints referred to the Independent Police Complaints Commission (IPCC). Of these referrals, only six have led to an independent investigation conducted by the IPCC, and two managed investigations which are carried out by external police forces under the direction and control of the IPCC. The remainder did not meet the IPCC’s threshold for investigation. This democratic power did not exist before 2012, when we replaced invisible, unaccountable police <br>authorities with directly elected PCCs. Under the old system, the public had no say in who served as a police authority chairman or member and more than 5.8 million votes have been cast for PCCs since their introduction.<br><br>The rules on the dismissal of a PCC are stronger than those for similar directly elected roles, such as MPs. Police and Crime Panels hold the power to suspend a PCC charged with an offence which carries a maximum sentence above <br>two years imprisonment. Their role and function is dramatically different to the invisible and ineffective Police Authorities they replaced. The Government has not made an estimate of the net effect on public expenditure, nor are the roles directly comparable. PCCs are providing an impetus to reform and are delivering policing more efficiently. <br><br>As recognised by HMIC’s independent report &quot;Policing in Austerity: Meeting the Challenge&quot;, police forces and PCCs have risen to the challenge of delivering savings and supporting collaboration whilst maintaining and improving services for the public. The proportion of officers on the frontline is increasing, victim satisfaction is up and crime continues to fall.<br><br>The Government’s police reforms are working. Previously, only seven per cent of the public knew to go to their Police Authority if they had a problem with policing in the local area. According to the latest independent Crime Survey for <br>England and Wales, seven out of ten members of the public are aware of PCCs.<br><br>In January, the National Audit Office, in their policing landscape review, said that public engagement had increased by 42 per cent. Public correspondence to PCCs has also increased markedly compared to that received by Police Authorities, with some PCCs’ offices reporting an 800 per cent increase.<br><br>In the lead up to the 2012 elections the department ran a national awareness raising marketing campaign informing the public of the role and <br>responsibilities a police and crime commissioner has. Since 2012 the department has run two further marketing campaigns, preceding by-elections in <br>the West Midlands and South Yorkshire. These campaigns advertised in local press and across local radio stations as well as online advertising. <br><br>Information about police and crime commissioners is made available on a range of government websites including GOV.UK and choosemypcc.org.uk. In addition, full details about all 41 PCCs is on the government's police.co.uk website which allows the public to access information showing the level of crime in their area and police performance.
