The National Crime Agency regularly publishes NRM data, and the number of potential victims referred into the NRM for 2018 is available online here:</p><p><a href="https://nationalcrimeagency.gov.uk/component/finder/search?q=national+referral+mechanism+end+of+year+2018&amp;Search=" target="_blank">https://nationalcrimeagency.gov.uk/component/finder/search?q=national+referral+mechanism+end+of+year+2018&amp;Search=</a><br>Annual summary statistics for previous years are also published on the NCA website.</p><p>The statistics also show the outcomes of reasonable and conclusive grounds decisions. This data does not distinguish whether individuals are migrant detainees. Since 29th April this year the Single Competent Authority (SCA) took over responsibility for decision making in the NRM from the NCA and UKVI. answer	answer is ministerial correction date of answer 27/03/2019 answer text <p>The Government’s strategic approach to detention recognises that the deprivation of liberty for immigration purposes is a significant use of state power, with life changing implications for those involved. Detention is only used when it is necessary and where we have a realistic prospect of removal in a reasonable timescale. At any one point, 95% of those liable to be detained are managed in the community, with the vast majority of those who are detained under immigration powers spending only short periods in detention.</p><p>The latest published statistics also show that in the year ending December 2018, there was a 30% reduction in the number of individuals detained when compared with a year earlier. This demonstrates our commitment to detaining only when it is necessary.</p><p>A series of detention safeguards have been introduced since 2016, with more support and focus for those considered potentially vulnerable. Included within these safeguards are the Detention Gatekeeper to make detention decisions independent of caseworkers. Case Progression Panels which review the appropriateness of detention, case progression and adherence to the various detention policies of those detained for 3 months and at 3 month intervals thereafter; Detention and Case Progression Reviews to ensure case progression remains at the forefront of ongoing detention decisions; Automatic Bail referrals at four months detention providing an independent consideration of detention by the Judiciary; and the introduction of the Adults at Risk policy in September 2016.</p><p>We are currently exploring additional detention safeguards, including further alternatives to detention; conducting a two month automatic bail referral pilot and the introduction of external independence to Case Progression Panels for those who have spent 6 months or more in detention.</p> answering member constituency Romsey and Southampton North answering member printed Caroline Nokes question first answered 27/03/2019 16:47:50 answering member 4048 label Biography information for Caroline Nokes

answer	answer is ministerial correction date of answer 19/03/2019 answer text <p>The Home Office record the number of all individuals referred to the Na-tional Referral Mechanism (NRM) and this information is published Quarterly by the National Crime Agency. This information does not distinguish between those detained under immigration powers and those living in the community. The reason for this is two-fold, firstly because the NRM referral is not an immigration route by which individuals should regularise their stay in the United Kingdom and, secondly, because a person’s status in immigration detention is not permanent and can change.</p><p>Data taken from the NRM would not accurately reflect the numbers of those who had been trafficked into the UK, as a number only get exploited once they have arrived, and their journey to the UK can be entirely unconnected to the trafficking.
