answer text <p>We have given councils a range of tools to deliver a new generation of council housing. We abolished the Housing Revenue Account borrowing cap, we have given councils a longer-term rent deal for 5 years from 2020, and councils can bid into the £9 billion Affordable Homes Programme to secure funding for new councils homes. Our manifesto commits to renewing the Affordable Homes Programme, which will provide further stability for councils to build new affordable homes. More homes were built by local authorities in the last year than the total 1997-2010.</p><p> </p><p> </p><p> </p> more like this
