<p>Young people in the youth secure estate are some of the most vulnerable people
in society and their safety and welfare is our highest priority.</p><p> </p><p>We
do not use solitary confinement. Young people can be removed from association under
careful control where they will not be permitted to associate with other young people.</p><p>
</p><p>Any decision to remove a young person from association is subject to regular
review and a range of safeguarding measures are in place to ensure appropriate oversight
of their care. There are careful limits placed on the length of time for which young
people can be removed from association without review of the decision to remove. Young
offenders cannot be removed from association as a punishment.</p><p><em> </em></p>
