The department do not hold information on the number of farmers who consider themselves potentially eligible for the Basic Payment Scheme in any given year but choose not to claim. Following the introduction of new eligibility criteria for the Basic Payment Scheme, the number of claims received has reduced by approximately 16% compared to the final year of the Single Payment Scheme in 2014.
