star this property answer text <p>The response to threats within each police force area and consequent allocation of resources is a matter for each Chief Constable, in consultation with their Police and Crime <br>Commissioner. However the Strategic Policing Requirement (SPR) articulates the national threats to which local forces must have regard, and cyber crime and a large-scale cyber incident included, meaning they must be taken into account when deciding resource allocations.<br><br>Cyber, including cyber crime, was recognised as a Tier 1 threat to national security in the 2010 National Security Strategy. The Government has responded by investing £860 million over five years through the National Cyber Security Programme (NCSP). Approximately 10% of this has been invested in building law enforcement agencies’ capabilities to respond to this threat, including setting up the National Cyber Crime Unit in the National Crime Agency, and cyber teams in each of the Regional Organised Crime Units, as well as providing training for officers in local police forces.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The Disclosure and Barring Service (DBS) provides the Home Office with monthly updates on performance. Latest figures (relating to July 2015) show that the average processing time for disclosure applications was 14.3 days. The DBS operates to a target to issue 95% of disclosure certificates within 56 days (8 weeks) and in July 95.2% were issued within this time.</p><p>DBS funding for police disclosure units in 2013-14 and 2014-15 is set out in the <del class="ministerial">attached table.</del> <ins class="ministerial">attached table.</ins> Decisions on the operational deployment of resources, including vacancy filling, are matters for Chief Constables in association with Police and Crime Commissioners.</p><p>The DBS is working closely with the Metropolitan Police Service (MPS) to help reduce the time taken to process disclosure checks for all applicants including taxi drivers in London. The MPS has established a Gold Group, which includes DBS representation, to develop and implement a plan to improve MPS disclosure turnaround times.</p><p> </p>

star this property answer text <p> </p><p>The UK Cyber Security Strategy, which includes a commitment to develop a <br>partnership group with industry on cyber crime, was published in November <br>2011. <br>My Rt Hon Friend, the Minister for the Cabinet Office, gave the second annual <br>report on progress against objectives set out in the strategy on 12 December <br>2013 (Official Report, Columns 43 to 47 WS). The Minister for the Cabinet <br>Office also placed before Parliament a list of achievements over the preceding <br>year and a document that outlines its future plans. The documents can be found <br>at:<br>https://www.gov.uk/government/publications/national-cyber-security-strategy-2-ye<br>ars-on <br>The Partnership, one of a set of engagement points with industry on Cyber <br>Security, provides an opportunity to raise awareness of cyber crime amongst <br>members, helping them to become more resilient to the threat. To date, it has <br>provided a forum for partners to share views on key changes to the law <br>enforcement landscape on cyber and contribute to key actions in the Strategy. <br>This includes work to coordinate cyber security messages to the private sector.</p><p> </p>

Details of this assessment can be found in Command Paper 8897.<br><br><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/326698/41670_Cm_8897_Accessible.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/326698/41670_Cm_8897_Accessible.pdf</a> , published on 3 July 2014. <br><br>No viable alternative mechanisms for connecting to SIS II have been identified. The Commission has been clear during negotiations that a bilateral treaty between the UK and the EU on any matters falling within the scope of the block opt-out is not feasible. Furthermore, on 16 January 2013 President Barroso responded to a European Parliamentary Question from Daniel Hannan MEP on this matter and stated that ‘the Commission sees no room for the conclusion of international agreements between the EU and the United Kingdom on such matters.’ <br><br>SISII will be integrated into existing UK law enforcement infrastructure to keep to a minimum any additional burden. In addition, the UK’s central office for managing SIS II requests (the SIRENE Bureau) has been established within the National Crime Agency (NCA) to act specifically as the UK's single point of contact for all exchanges of information relating to SISII alerts. On 21 July 2014, the Home Secretary commenced the proportionality provisions in the Anti-Social Behaviour, Crime and Policing Act 2014. This includes a proportionality filter in relation to SISII Article 26 alerts (European Arrest Warrants). The filter will enable the weeding out of the most trivial European <br>arrest warrants, ensuring resources are dedicated to the most serious criminals and that the police are not overburdened with Article 26 alerts.In terms of other SISII alerts, they only require the UK to notify the issuing Member State that the individual has come to our attention. Therefore, there is expected to be a minimal impact on existing resources.</p><p>The UK has made no distinction between the definitions used in Article 36 (chapter VIII) as concerns discreet and specific checks. Any UK law enforcement check that matches a SISII Article 36 alert will be coordinated through the NCA’s SIRENE Bureau, and the issuing Member State will be notified in accordance with the SISII Council Decision. UK law enforcement agencies will use Article 34 alerts (chapter VII) for locating witnesses, persons summoned to appear in criminal proceedings and others. The accompanying information will include a combination of name, age, sex, colour and height of the individual. The information submitted in response to Article 34 alerts from other Member States will be in the form of supplementary information and in most cases this will just include the individual’s place of abode.</p><p> </p><p> </p><p> </p>
