National Grid’s costs are regulated by Ofgem to ensure they are justified and efficient.</p><p>The grant of planning consent for any energy project, including new transmission assets, would be considered by my rt. hon. During the pre-application stage, the Parish Council and other interested parties can get involved in the consultation process. When the application is lodged, the Parish Council will be able to make representations on it. The ONR operates in line with international standards and the requirements set by the International Atomic Energy Authority (IAEA).</p><p>The ONR operates transparently and provides its assessment of standards at nuclear sites in its Annual Report and Accounts, which is laid in Parliament every year. In the latest report, the Chief Nuclear Inspector concluded that nuclear sites have satisfactorily achieved high standards of safety and security, thereby protecting the workforce and the public from harm.</p><p>The ONR’s Annual Report and Account sets out in some detail the ONR’s regulatory strategy at Sellafield, which is designed to enable Sellafield Limited to deliver its remediation programmes to reduce hazard and risk on the site, with a particular focus on accelerating safe and secure retrievals from the legacy ponds and silos. This means that for every day that Hinkley is late, the period of time where EDF is getting increased certainty on the price of electricity generated from Hinkley is reduced. 	answer	answer is ministerial correction date of answer 24/10/2016 answer text <p>The Warm Home Discount consultation, published in December 2011, included questions on data sharing.</p><p> </p><p>Prior to the Warm Home Discount, the Energy Rebate Scheme, which ran for one year, used data-matching (of DWP and energy suppliers’ data) to identify a group of pensioners likely to be vulnerable to fuel poverty, so that their electricity supplier could award a one-off rebate to their electricity bill. This includes spending approximately £11 million since 2015 on a range of carbon capture projects supporting research and development in CO<sub>2</sub> storage, carbon capture technologies and CCS feasibility studies. The Government Energy Entrepreneurs Fund has funded approximately £1.6 million in support to innovative carbon capture technologies. Phase 5 of this Fund opened on 30 October 2016. 	answer	answer is ministerial correction date of answer 17/11/2016 answer text <p>There is an open market for the supply of petroleum products, including jet kerosene and heating oil, in the UK which provides the best long term guarantee of competitive prices. The Government does not control prices but we do monitor the UK national average cost of jet kerosene and heating oil.</p><p> </p><p>The average cost for wholesale kerosene in September 2016 was 26 pence per litre, 1p more expensive than the corresponding month in 2015, and down 22p since its 2014 peak (Jan 2014).</p><p> </p><p>The average cost for retail kerosene in September 2016 was 37 pence per litre, 1p more expensive than the corresponding month in 2015, and down 22p since its 2014 peak (Jan 2014).</p><p> </p><p>The value of the pound sterling has been decreasing against the dollar which means crude oil, which is traded in dollars, becomes more expensive for UK refiners to import. 	answer	answer is ministerial correction date of answer 17/11/2016 answer text <p><strong> </strong></p><p>In its role as Guarantor, the Government has received £3,119m from the British Coal Staff Superannuation Scheme since 1994 representing part of its share of assessed surpluses. Prior to 2009, the surplus-sharing arrangements worked well, with the presence of the Guarantee enabling the Trustees to invest in a way that generated surpluses and, as a consequence, bonuses to members.
