Thanks to its extensive global footprint of <del class="ministerial">273</del> <ins class="ministerial">274</ins> posts in 169 countries and territories, and its network of Honorary Consuls, the UK is able to provide professional consular services worldwide. In addition to our network, people who need assistance can call any of our embassies, high commissions or consulates, or the FCO switchboard, 24/7 for advice or help. The UK is open to maintaining a close level of cooperation with the EU, if this is perceived to be of mutual benefit, on crisis preparedness and consular affairs, including the provision of consular assistance to unrepresented EU citizens in third countries on a reciprocal basis. 	answer	answer is ministerial correction date of answer 26/02/2018 answer text <p><ins class="ministerial">All DFID staff are bound by both the Civil Service Code and DFID’s Code of Conduct, which set clear standards of conduct to protect all staff and anyone the organisation has contact with. These codes are well publicised to staff and cover any form of sexual exploitation and abuse, bullying, or harassment of staff, partners or beneficiaries and make clear that staff should not do anything in their private conduct which might discredit the department. DFID has mechanisms to allow staff raising concerns with management along with a distinct whistleblowing hotline which staff can use anonymously to report cases. A breach of any of the standards set out in our Code of Conduct can lead to formal disciplinary action and potential dismissal for gross misconduct.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">As previously announced by the Secretary of State, DFID is currently reviewing any locally reported allegations of sexual misconduct involving its own staff. This will complete shortly and therefore we are not currently in a position to share the detail of any cases.</ins></p><p> </p><p><del class="ministerial">DFID’s Dignity at Work policy confirms that DFID is committed to achieving equality of opportunity for our staff and will not tolerate any form of discrimination, harassment, bullying or victimisation of employees, this includes sexual harassment and other non-consensual sexual activity. The policy applies to all staff and includes personal responsibilities to create and sustain a working environment free of bullying and harassment where individuals are treated with fairness, dignity and respect. The policy also makes clear how staff should report any concerns.</del></p><p> </p><p><del class="ministerial">DFID’s standards of conduct set out the ethical behaviours and controls required in our day to day work to incorporate the key principles based on the UN’s code on sexual exploitation and abuse in Humanitarian crises. 	answer	answer is ministerial correction date of answer 11/10/2018 answer text <p>In line with HM Treasury (HMT) guidelines, we are required to recover the full cost of providing all of the Foreign and Commonwealth Office's (FCO) consular services, including the provision of Emergency Travel Documents (ETDs). Fees introduced in April 2016 took account, for the first time, of the full cost of providing consular services and forecast income over the Spending Review period. Consular services are funded through income received from the Consular premium (£14.93 on each standard passport issued) and fees charged for specific services provided to British nationals abroad (for example, the issue of ETDs) and legalisation services provided in the UK. Fees are differentiated between types of service. The fee for providing any individual service is the same throughout the overseas network.</p><p>We conduct an annual review of consular fees to ensure that the fees charged are appropriate and reflect the costs of providing consular services. The costs attributed to providing consular services fluctuate from year to year depending on the overall cost to Government of operating the overseas network and how these are shared amongst the different Government Departments and FCO services using the platform. The Consular Fees Model then further allocates costs across four categories of service (providing assistance, ETDs, notarial acts and legalisation of documents).
