answer	answer is ministerial correction date of answer 13/12/2018 answer text <p>We recently laid the draft Universal Credit (Managed Migration) Regulations 2018 in Parliament. These will introduce a transitional payment to those eligible claimants who were in receipt of the Severe Disability Premium whilst on an existing benefit and who have already moved to Universal Credit.</p><p> </p><p>As announced in the 2018 Autumn Budget, the income related elements of Employment and Support Allowance and Jobseeker’s Allowance, and Income Support will continue for two weeks after a claim for Universal Credit has been made from July 2020. Claimants will therefore receive one two week run-on payment when being migrated to Universal Credit. Both of these measures are subject to parliamentary approval. These payments are in addition to the 2 week run-on of Housing Benefit, which we introduced in April 2018.</p><p> </p><p>The Government has also committed to ensuring that claimants who are moved onto Universal Credit as part of the managed migration process see no decrease in their benefit entitlement, providing their circumstances remain the same.</p><p> </p><p>The Government will be spending over £3bn on transitional protection over the next 10 years to ensure that claimants who are migrated onto Universal Credit as part of the managed migration process do not experience a financial loss at the point of transition.</p><p> </p><p>Transitional protection will be calculated based on the claimant’s circumstances on the last day of their entitlement to existing benefits. To do this we will make a comparison between the total amount of all relevant existing benefits to which the claimant was entitled at this point and the total amount of Universal Credit to which the claimant would be entitled as calculated based on the same set of circumstances. If the entitlement to the existing benefits is the greater amount then the difference will be awarded as a Transitional Element. answer	answer is ministerial correction date of answer 26/10/2018 answer text <p>Where a person stops claiming Tax Credits and instead claims Universal Credit, DWP will take responsibility for Tax Credits debt that person has, which HMRC has not been able to recover at the point of transfer. This will enable recovery to continue through Universal Credit. As at the end of September 2018, £571m* of Tax Credits debt has transferred. This will increase as Tax Credits claimants move onto Universal Credit. DWP continues to work with HMRC and HM Treasury to better understand the make-up of the Tax Credits debt to be transferred. answer	answer is ministerial correction date of answer 16/10/2018 answer text <p>The Infrastructure and Projects Authority conducted a review of the Full Business Case and found that it was ‘affordable and providing value for money’. The Review Team gave the Business Case an Amber/Green Delivery Confidence Assessment Rating, reporting that they were satisfied that the Programme will make the benefits system ‘Cheaper, Simpler and Better’.</p><p> </p><p>The Full Business Case shows that Universal Credit is projected to help 200,000 people into work, adding £8 billion per annum to the economy when it is fully rolled-out. These are estimates, based on analysis that has been signed off by the Treasury and are monitored by a robust process of benefit realisation.</p><p> </p><p>We published a summary of the Business Case which is available at: <a href="https://www.gov.uk/government/publications/universal-credit-programme-full-business-case-summary" target="_blank">https://www.gov.uk/government/publications/universal-credit-programme-full-business-case-summary</a>. It is worth noting that much of their analysis was carried out before the improvements we announced at Autumn Budget 2017, and which were introduced earlier this year. The comprehensive and wide-ranging package worth £1.5 billion to help people in their first assessment period included, the abolition of waiting days, the introduction of advances up to 100% of a claimant’s indicative award (repayable over a period of up to 12 months), and a two week transitional payment for those previously claiming Housing Benefit.</p><p> </p><p>The Trust welcomed our changes in the Budget saying they would “ease the pressure on thousands of households on very low incomes” and “shows that Government is listening”.</p><p> </p><p>Earlier this month, we announced a new partnership with Citizens Advice and Citizens Advice Scotland to deliver Universal Support. We want to make sure that the most vulnerable people get the best possible support when claiming Universal Credit. Citizens Advice will help deliver a high-quality and consistent service to people claiming Universal Credit, to assist them manage their claim, get paid on time and budget effectively. This was welcomed by the Trussell Trust.</p><p> </p><p>As part of the managed migration regulations which will come before Parliament in the autumn, we have proposed transitional protection for the 500,000 individuals currently receiving the Severe Disability Premium. It should also be noted that in the legacy benefits system there are £2.4bn of unclaimed benefits not taken up by people who need them, because they do not know about them. These regulations will ensure that 700,000 more households will get paid their full entitlement under Universal Credit.</p><p> </p><p>We do not underestimate the challenge that managed migration represents and we are working closely with stakeholders to design the best solution. Our focus will be on safeguarding claimants and ensuring a smooth transition with uninterrupted support. The draft regulations have been out for consultation with the Social Security Advisory Committee and will be subject to scrutiny and approval by Parliament.
