answer text <p>The Airports National Policy Statement (NPS) was designated on 26 <del class="ministerial">July</del> <ins class="ministerial">June</ins> 2018, paving the way for a development consent application. answer text <p>Average speed cameras are only used on motorways through roadworks for the safety of those travelling and working on the road. These limits are normally set at 50mph in accordance with published standards and in agreement with the police. Highways England can increase this speed limit to 55 mph or 60 mph where it is safe to do so. These speed restrictions are lifted once the roadworks are completed.</p><p> </p><p>Highways England uses variable speed limits on smart motorways to manage traffic flows at busy times and in response to incidents on the network. A system of road sensors is used to detect actual vehicle speeds and the rate of flow of traffic on a motorway. Based on this information an algorithm is used to determine whether a reduced speed limit is required in order to maintain safety or optimise traffic flow. The algorithm works out the optimum speed for traffic by comparing the observed vehicle speed and traffic flow against the historical norm for a particular stretch of road. The automated system then activates the reduced speed limit at a level that will maintain safety and allow traffic to flow as freely as possible. Speed limits are set to 40mph to maintain safety when a slow moving or stopped vehicle is detected and are set to 50 or 60 mph to optimise traffic flow based on a number of factors detected by the sensors, including average speed, flow rate and traffic density.</p><p> </p><p>The algorithm ensures that speed limits are returned to 70 mph as soon as the detected traffic parameters indicate that this can be done safely. Highways England traffic operations staff are also able to activate or deactivate variable speed limits manually based on observed traffic patterns should this be required.</p><p> </p><p>These measures ensure that automated variable speed limits are set appropriately and that variable speed limits do not remain in place for longer than is necessary.</p><p> </p><p>Highways England routinely monitors, reviews and learns lessons on the performance of variable speed limits on smart motorway schemes to ensure that the speed limits that are set are appropriate for the traffic conditions.</p>

In 2016, this related to 73% of reported accidents.</p><p> </p><p>By way of context, cycling in Great Britain has increased over the time period in question, rising from 4 billion kilometres in 2007 to 6 billion kilometres in 2016.</p><p> </p><p>It should be that noted that contributory factors assigned by police officers do not assign blame for the accident to any specific road user, however they do provide some insight into why and how road accidents occur. They give an indication of which factors the attending officer thought contributed to the accident. Officers do not need to carry out a full investigation of the incident before allocating contributory factors; they usually use professional judgement about what they can see at the scene.</p><p> </p><p>Not all accidents are included in the contributory factor data; only accidents where the police attended the scene and reported at least one contributory factor are included. A total of 73% of accidents reported to the police in 2016 met these criteria although each accident can have multiple contributory factors attributed to them.</p>

However, this received only one response in December 2016 which did not address the research questions raised.</p><p> </p><p>The Department subsequently engaged direct with TRL who were invited to submit a formal bid in December 2017. After careful consideration, TRL was awarded a 12-month contract to the value of £250,000 in January 2018. This was announced to the House on 1 March 2018. The findings will be published.</p>

answer text <p>The Bus Services Act 2017 <del class="ministerial">permits combined</del> <ins class="ministerial">provides</ins> mayoral <ins class="ministerial">combined</ins> authorities <ins class="ministerial">with access to</ins> <del class="ministerial">to apply for</del> new franchising powers. Other authorities can also apply for franchising powers with approval from the Secretary of State, subject to the necessary regulations having been made under the new section 123A(4) of Part 2 of the Transport Act 2000. No such regulations have yet been made.</p><p>The Government wants to see better local bus services for passengers across the country and will assist any local authority seeking to use the powers available to them under the Bus Services Act 2017 to secure improvements. We would also encourage authorities to work closely with local bus operators and passenger representatives to determine how to use the Act’s new powers to serve their local communities better.</p> more like this
