answer text <p>Hardship Payments may be available to claimants who have been sanctioned. We strengthened guidance for work coaches in July 2014 and sped up the payment process so that all sanctioned claimants are informed about how and when they can make an application for a Hardship Payment and can receive payment swiftly. We plan to publish statistical information on Hardship Payments in Summer 2015.</p><p> </p><p> </p><p> </p><p>Short Term Benefit Advances (STBAs) replaced Crisis Loan Alignment Payments and Interim Payments of benefit in April 2013.</p><p> </p><p> </p><p> </p><p>There has been an increase in the number of Jobseekers Allowance claims being cleared within 10 days of 19.4 percentage points, from 70.8% in March 2010 to 90.2% in March 2014. Most benefits are paid in arrears and STBAs can help tide over claimants who qualify until their first benefit payment. This is not the same as “benefit delays” and, therefore, we do not collect such data.</p><p> </p><p> </p><p> </p><p>As the Secretary of State announced in his oral answer (Official Report, 8 December 2014, column 633), more information will be provided to claimants about STBAs online and in Jobcentres. And staff guidance will be updated and staff reminded of the process for considering an STBA.</p><p> </p><p> </p><p> </p><p>The department has already undertaken testing of the posters and messaging with a small number of staff and claimants and the designs have now been reviewed by the Social Security Advisory Committee.</p><p> </p>

answer text <p /> <p> </p><p>We actively encourage housing associations to approach their local Work Programme providers to work together and there is evidence of this happening to help tenants boost their employability.</p><p> </p><p>We are currently exploring ways in which we can build on the success of the current programme in the design of future contracts, including through ensuring effective partnership working at the local level. We will be engaging with stakeholders, including housing associations, as this work progresses.</p><p> </p><p>Work Programme providers remain responsible for promoting and publicising the programme to ensure effective engagement with key stakeholders, including local partners such as housing associations. As of September 2014, the Work Programme has helped 368,000 long term unemployed people into lasting work.</p> more like this

answer text <p>The youth claimant count is at its lowest level since the 1970s. Work coaches are offering all claimants tailored support from day one of their claim and we are on target to deliver an extra 250,000 work experience or sector based work academy places by March 2015. This provision will continue in 2016.</p><p> </p><p>We also want to help young people who may be at risk of long term unemployment and we are testing additional skills support for 18-21 year olds: those at start of their claim who lack basic skills in numeracy and literacy; and those who will benefit from a work related opportunity from 6 months in their claim. The pilots started in November 2014 and will be complete by March 2016.</p> more like this

answer text <p /> <p>Universal Credit ensures that people are better off in work – and makes it pay for people to increase their earnings through more or better paid work.</p><p> </p><p>We will, for the first time, be supporting people in low-paid work to take active steps to increase their earnings.</p><p> </p><p>We first need to build the evidence on what can be effective in helping people to earn more.
