answer text <p>Under the <em>Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015</em>, landlords of privately rented non-domestic property will need to ensure that, from 1 April 2018, their properties reach at least an energy performance rating of E before granting a tenancy to new or existing tenants. Non-domestic landlords cannot rely on subsidy to pay for any energy efficiency improvements which may be necessary, and no targeted financial assistance is planned. However, the Regulations incorporate a cost effectiveness test, and landlords may be eligible for an exemption where the recommended measure(s) do not meet a seven year simple payback. The method of calculating the payback period is set out in the regulations.</p><p> </p><p>Government is currently working with industry stakeholders to finalise a comprehensive guidance document for non-domestic landlords on meeting the requirements of the Regulations, including further details on calculating payback. This guidance document will be published in due course.</p>

answer text <p>The Government supports the EU Emissions Trading System (EU ETS) as a market-based approach to cap emissions and achieve least-cost decarbonisation. Negotiations to reform and strengthen the EU ETS for the next phase of the system starting in 2021 are still in the early stages. Proposals to set thresholds for the EU carbon price are one of many options open for discussion. answer text <p>In July 2014 the Government announced a 100MW minimum for wave and tidal stream technologies, including capacity from both the Renewables Obligation and Contracts for Difference, to the end of the first Delivery Plan period in 2019.</p><p> </p><p>During the Budget on 16 March 2016, the Government announced the budget for CfD auctions this Parliament and that the Contract for Difference allocation round, planned to open later in 2016 will be available for projects with a Target Commissioning Window starting in the 2021/22 delivery year. We will be publishing further details in relation to the next allocation round, including on strike prices and whether there will be any minimum allocation later for wave and tidal stream technologies in due course.</p><p> </p><p> </p> more like this

answer text <p>The Contract for Difference mechanism provides increased price certainty to generators regardless of wholesale electricity sale prices, thereby incentivising investment in low carbon generation. It does this by paying the generator the difference between the strike price and the market reference price (a composite of wholesale price indices) for electricity sold into the market for the duration of the contract. The generator will make difference payments back to the Low Carbon Contracts Company should the market reference price rise above the strike price.</p><p> </p><p>The strike price for the Hinkley Point C project was agreed in October 2013 and is £92.50/MWh. If EDF take a Final Investment Decision in relation to Sizewell C, the strike price for Hinkley Point C will be reduced to £89.50/MWh.</p><p> </p> more like this
