answer text
The priority of this government is to ensure security of supply at the lowest cost to consumers. Where there are benefits to consumers of further interconnection, this will be identified through Ofgem’s regulatory regime. In this way, we will ensure the efficient level of interconnection and a good balance between domestic generation and continental imports.

In relation to the Capacity Market, National Grid advises on a sensible range for de-rating factors for interconnectors in the auction from which the Secretary of State will decide the final number. This mitigates the risk of relying too much on imports and ensures that the efficient amount of domestic capacity will always be secured in the auction.

more like this

answer text
Source Protection Zones identify the area of an aquifer that provides the water abstracted at the drinking water supply borehole. Source Protection Zones 1 (SPZ1) are the area within which pollution would take less than 50 days to reach an abstraction point and where the consequences of groundwater pollution would therefore be greatest. They are used by the Environment Agency as a tool for regulation. The Environment Agency will not permit drilling for oil or gas in an SPZ1. Outside SPZ1s the Environment Agency will require a site specific risk assessment and will only permit drilling for oil or gas if it is satisfied that there is no significant risk to supplies of drinking water and no unacceptable impact on groundwater.

more like this

The projections as of August 2015 for each of the next five years as follows:

Solar PV as a proportion of total UK electricity generation – August 2015 projection

2016/17

2.6%

2017/18

2.6%

2018/19

2.7%

2019/20

2.7%

2020/21

2.8%

These estimates include assumptions about policy changes which have been proposed but not yet finalised and which could therefore change subject to the responses received – in particular, the consultation on a review of the Feed-in Tariff (FIT) scheme and the consultation on changes to financial support for solar PV under the Renewables Obligation.

answer text

In the UK, we have been successfully regulating for gas and oil drilling for over 50 years and have tough regulations in place to prevent water contamination.

All hydraulic fracturing operations will require a groundwater activity permit. The Environment Agency will not grant a permit where the risks to groundwater are unacceptable. They have powers to impose conditions to ensure proper protection or to prohibit activities which they consider to pose unacceptable risks.

The Infrastructure Act 2015 required the Government to specify protected groundwater source areas within which hydraulic fracturing cannot take place, which we did in draft regulations debated in the House on 27 October. They define these areas as being equivalent to Source Protection Zones 1, which applies to those areas close to drinking water sources where there is the greatest risk associated with groundwater contamination. This will reinforce the regulatory approach, as it is consistent with the approach taken by the Environment Agency and Natural Resources Wales to control the risks from other groundwater activities.
