The total detected fraud values vary slightly from those provided in the letter on 27 February, reference 3427, because the assessed detected value of fraud can change as a case progresses. answer text <p>The UK supports human papillomavirus (HPV) vaccination programmes in developing countries through Gavi, the Vaccine Alliance. The UK is the second largest donor to Gavi, having committing £1.65 billion over 2021-2025. The UK was a vocal advocate for inclusion of the HPV vaccine into Gavi's portfolio to help protect the most vulnerable girls from the leading cause of cervical cancer. Since 2014 Gavi has fully immunised <del class="ministerial">48.2 </del><ins class="ministerial">16.3</ins> million girls and aims to immunise a total of 86 million girls by the end of 2025.</p> more like this

answer text <p>The UK has pressed the warring parties to agree to a permanent ceasefire, to protect civilians and to allow unrestricted humanitarian access, both cross-line and cross-border, so that aid can reach people in desperate need. On 8 March, the UK-led UN Security Council Resolution 2724 called for an immediate cessation of hostilities and full, rapid, safe, and unhindered humanitarian access. answer text <p>The number of incidents of a prisoner assault leading to a prison staff member requiring hospital treatment 2018-2022 can be found in the attached table. Data on staff assaults for the calendar year 2023 is subject to future publication on 25 April, in ‘Safety in custody: quarterly update to December 2023’.</p><p>Changes were made to the recording of assaults in April 2017 that affects the reporting of hospitalisation. This change means that a comparable time series for this question can only be provided from 2018 onwards.</p><p>Staff must be able to expect a safe and decent work environment. We will not tolerate any violence against prison officers, and prisoners who are violent towards staff will face the full consequences of their actions.</p><p>We are committed to making prisons a safe place to work and providing prison officers with the right support, training and tools to empower them to do their jobs.</p><p>To protect staff and prisoners in very serious assaults, we have rolled out PAVA – a synthetic pepper spray – for use by prison officers in the adult male estate. Staff are able to use the PAVA spray where there is serious violence or an imminent or perceived risk of it.</p><p>We have rolled out a new Body Worn Video Camera system which has increased the overall number of cameras across public sector prisons to over 13,000. This enables every operational band 3-5 officer on shift to wear a camera. They are supported by a new Policy Framework which mandates the wearing of the cameras.</p>

answer text <p><del class="ministerial">On 27 February 2024, following advice from the Permanent Secretary, I formally recused myself from any decisions relating to incinerator policy. I put in place with the Permanent Secretary a formal recusal process which means I have no involvement in any decisions or sight of advice related to incinerator policy. All decisions on this policy will be taken by a junior Minister in the department who has no relevant interest.</del></p><p><del class="ministerial">As I stated at the EFRA Select Committee on 26 March 2024, I had previously flagged my constituency interest, and had said the policy needed to be delegated to another minister, recognising the importance of the Ministerial Code in terms of conflicts of interests, and also the perception of any conflicts of interest. As soon as I was notified by the Permanent Secretary of the need to formally recuse myself, that is exactly what I did.</del></p><p><ins class="ministerial">As Secretary of State for Environment, Food and Rural Affairs, I have not had any meetings with my ministers to discuss the proposed MVV Environment incinerator in my constituency. </ins></p>

answer text <p>The Department for Business and Trade has no plans to commission a review into the economic, and other benefits or disbenefits of Brexit. However, to mark the fourth anniversary of Brexit, on 31<sup>st</sup> January this year, the Department for Business and Trade published an overview of Brexit successes: <a href="https://www.gov.uk/government/publications/brexit-4th-anniversary-update" target="_blank">Brexit 4th Anniversary</a></p><p>Since the referendum the UK has grown faster than Germany, Italy, and Japan. Latest figures show that UK exports are £8<ins class="ministerial">62</ins><del class="ministerial">55</del>bn in current prices and <ins class="ministerial">2</ins><del class="ministerial">1</del>% above pre-COVID (2018) levels when adjusting for inflation. The lnternational Monetary Fund (lMF) predicts that between 2024-202<ins class="ministerial">9</ins><del class="ministerial">8</del> the UK will see the third fastest growth in the G7.</p><p>The Department has secured free trade deals with 73 countries plus the EU, partners that accounted for £1.1 trillion UK trade in 2022 and simplified import tariffs to lower costs for businesses and households.</p>

answer text <p>The Rehabilitation of Offenders Act 1974 (the ROA) sets out when an offender is considered to be ‘rehabilitated’ for the purposes of the Act and the relevant rehabilitation periods for cautions and convictions (also referred to as when a caution or a conviction become ‘spent’). This does not mean that an offence is dropped from their record, rather that the offender only needs to disclose the spent caution or conviction in some circumstances.</p><p>The ROA also provides that where a person commits another offence before the first has become spent, then the rehabilitation periods <ins class="ministerial">for all sentences</ins> are extended to the longest period. <ins class="ministerial">This is set out in section 6 of the ROA and referred to as ‘the drag on effect’.</ins> The ROA sets out that<del class="ministerial">, as with other indeterminate sentences, IPP sentences</del> <ins class="ministerial">Imprisonment for Public Protection (IPP) and Detention for Public Protection (DPP) sentences are excluded from rehabilitation and therefore</ins> can never become spent, regardless of whether the licence is terminated or not. <del class="ministerial">The same, therefore, applies to any unspent caution or conviction imposed on the offender prior to the IPP sentence.</del></p><p><del class="ministerial">We have taken action through the Victims and Prisoners Bill to curtail IPP licence periods to give offenders the opportunity to move on with their lives. Whether the ROA should be reviewed in the light of these changes would require further consideration in the context of indeterminate sentences generally.</del></p><p><ins class="ministerial">A conviction imposed on an offender before a sentence of IPP will not be spent if, at the time the IPP or DPP was imposed, the sentence for that conviction was still in its rehabilitation period. However, any sentence which is not excluded from rehabilitation, and is received after an IPP or DPP sentence is imposed, will become spent in respect of the usual rehabilitation periods set out in section 5 and 6 of the ROA. </ins></p><p><ins class="ministerial">The ROA is kept under review but there are no plans to make further changes at this time. </ins></p>
