answer text <p>From April 2018 to November 2018, HMRC has received:</p><p> </p><ol><li><p>reports of suspicious:</p><p>(i) e-mails – 636,789</p><p>(ii) text messages – 28,639</p><p>(iii) phone calls asking for personal information or threatening a lawsuit were received by HMRC – 44,435</p><p> </p><p>HMRC has a dedicated Customer Protection team targeting scams, which has:</p><p> </p><ul><li>Reduced reported HMRC-branded phishing texts by 90% due to innovative work with network operators and the National Cyber Security Centre (NCSC).</li><li>Requested removal of over 14,000 websites during financial year 2017/2018.</li><li>Blocked half a billion phishing emails through technical controls since 2016.</li><li>Published guidance on GOV.UK on how to identify scams that has been visited 1.4 million times during financial year 2017/2018.</li><li>Responded to nearly 1 million phishing referrals in the same period.</li><li>Recovered over 130 websites infringing the HMRC brand including those which host low value services such as call connection sites, saving customers in excess of £2.4M in charges to date.</li></ul><p> </p><p>However, the information required to answer (b), (c) and (d) cannot be provided as releasing it may prejudice the prevention or detection of crime. The information could be used by individuals for criminal activity and departmental IT systems could be exposed or left vulnerable to interference or attack.</p></li></ol><p>Doing so could give criminals valuable insight into HMRC’s capabilities and processes in this area and cybersecurity in general, opening up the Department and the wider public to more informed and effective scams and attacks. While publishing the information requested could, on the face of it, reassure the public that HMRC is suitably resourced to handle risks posed by cybercrime, on balance it is not in the public interest.</p><p> </p>

answer text <p>Network Rail are responsible for the performance of rail infrastructure, working with train operating companies who are responsible for the passenger services running on the network. Network Rail manage performance reporting and therefore the Department does not hold the information.</p><p> </p><p>The Department for Transport are aware that performance has declined since the introduction of the May 2018 timetable and continues to monitor the situation.</p><p> </p><p>The Government has set out plans to introduce more integrated working between Network Rail and train operators, to present a single accountable face of overall railway performance to passengers.</p> more like this

answer text <p>The northern link for services from Sheffield to the main High Speed Two line is being considered as part of the Northern Powerhouse Rail project.</p><p> </p><p>Transport for the North is working closely with partners across the North to develop the strategic outline business case for NPR. This work will consider the potential timescales for delivery of the network, including the northern link. This is an important milestone for the Northern Powerhouse Rail programme, and I look forward to receiving their advice in the new year.</p> more like this

answer text <p>The Department is updating the business case for the Hope Valley Capacity scheme to secure a ‘Decision to Deliver’. When we are in a position to announce a delivery date, it will be with the assurance that it is value for money and deliverable by that date. We anticipate being in that position within the next year.</p><p> </p><p>Network Rail are undertaking pre-construction planning to enable the scheme to be delivered as quickly as possible. They will be working with the train operators to assess the best way to deliver the scheme with the least disruption to passengers and freight.</p> more like this

answer text <p>The Department has extensive experience of paying claimants over holiday periods. We have also rolled out and paid Universal Credit to significant numbers of claimants over previous Christmas periods.</p><p> </p><p>All new claimants to Universal Credit have always been able to apply for a Universal Credit Advance in their first month if they need some financial support until the first regular payment of Universal Credit is made. This is up to 100% of the indicative award available and can be repaid over 12 months.</p><p> </p><p>We also provide an additional payment of 2 weeks of Housing Benefit to support claimants when they transition to Universal Credit.</p> more like this

answer text <p>Not all claimants will require any initial evidence interview at the start of their Universal Credit claim.</p><p> </p><p>If an interview is required, claimants will receive notification to book an interview via their online Universal Credit account at the start of their claim and are encouraged to make contact at the earliest opportunity. In addition, a further prompt will be sent after 7 days if no interview has been booked.</p><p> </p><p>Cavendish Court Jobcentre went live with Universal Credit full service on 7 November.</p><p> </p><p>The average waiting period at Cavendish Court Jobcentre for initial interview (working days) was as follows:</p><p> </p><p>W/E 16/11 – 3 days</p><p>W/E 23/11 – 5 days</p><p>W/E 30/11 – 2 days</p><p> </p><p>For comparison, the average waiting period within the District of South Yorkshire for initial interview (working days) was as follows:</p><p> </p><p>W/E 16/11 – 3 days</p><p>W/E 23/11 – 3 days</p><p>W/E 30/11 – 2 days</p><p> </p><p> </p><p>We strive to deliver a quick and effective service to all claimants. Claimants have 30 days in which to make contact to book an initial interview. The closer the date of the initial interview is to the end of the 30 day period could potentially impact on the date a first payment is made. In many cases where full payment is not made on time, it is due to unresolved issues such as claimants not accepting their Claimant Commitment or passing identity checks, satisfying the Habitual Residency Test, or having outstanding verification issues, such as housing costs and self-employed earnings.</p>
