answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>Under the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 there is a statutory responsibility on providers of health services to provide sufficient numbers of appropriately qualified, competent, skilled and experienced staff to meet the needs of the people using health services, including those with a learning disability.</p><p> </p><p>The Learning Disability Core Skills Education and Training Framework, published in July 2016 sets out the requisite skills and competencies that staff need to deliver care and support to people with a learning disability. The Framework sets out the necessary skills across three tiers. Tier 1, knowledge for roles that require general awareness of learning disabilities; Tier 2, knowledge and skills for roles that will have some regular contact with people with a learning disability and Tier 3, knowledge and skills for those providing care and support for people with a learning disability. Training should be provided in line with this Framework.</p><p> </p><p>Health Education England (HEE) is currently producing eLearning materials to support Tier 1 learning disability awareness training. This free online training will be available to all staff in 2019. HEE also uses a workforce development fund to support the ongoing development of staff, with spending focused on priority areas, including staff working with people with learning disabilities and or autism.</p><p> </p><p>All nurses receive learning disabilities training as part of their pre-registration education. Curricula are set by individual education providers, to standards set by the professional regulators. Since April 2015, newly appointed health care assistants, including those who will provide care and support to people with learning disability have been undergoing training as part of the national implementation of the Care Certificate. The Care Certificate equips new staff with the knowledge and skills which they need to provide safe, compassionate care across a range of areas, including the care of people with a learning disability. Medical education and training includes developing understanding of, and competency in, supporting people with a learning disability, as required in the curricula for medical training approved by the General Medical Council.</p><p> </p><p>In the Government’s response to the learning disabilities mortality review programme report, which we published on 12 September 2018, the Department and its partner organisations committed to a series of actions to increase uptake of learning disability training, including a commitment to consult on mandatory learning disability training for health and care staff, which will conclude by the end of March 2019. This funding is in addition to the £1.4 billion of condition allocations already provided this year to those responsible for maintaining school buildings.</p><p> </p><p>A calculation tool will be published by December that will enable schools to estimate their own allocation. answer	answer is ministerial correction date of answer 06/11/2018 answer text <p>Illegal puppy smuggling is an abhorrent practice that abuses the Pet Travel Scheme (PTS), and we are determined to put an end to it.</p><p>We have increased resourcing at major UK ports. In partnership with Dogs Trust, enforcement bodies and transport carriers, we are identifying non-compliant animals destined for Dover and Folkestone ports. This partnership began in December 2015, and has since then resulted in over 800 puppies being seized and placed into quarantine.</p><p>We are also working to develop long term solutions through an intelligence led task force.</p><p>Many owners do not know the true origin of their pet. We have published guidance for owners on buying a pet responsibly, which includes advice on what to look out for. A wider public communications campaign is also being planned.</p><p>At an international level, we are currently a member of the EU Platform on Animal Welfare, which includes work on illegal dog imports.</p><p>We have also introduced new licensing regulations intended to drive up welfare standards for a range of activities involving animals, including dog breeding, which came into effect on 1 October. We have recently consulted on a proposed ban on third party sales of puppies and kittens. Since 2011, we have allocated over £1.6 billion from the Affordable Homes Programme to deliver affordable homes in the North East, North West and Yorkshire.</p><p>In England, planning is the responsibility of the relevant local authorities. For example, in 2015 we introduced a Pollinator and Wildlife Package to the Countryside Stewardship Scheme to provide a suite of habitats on farmland. Since 2011, management has been established on approximately 130,000 hectares of land to create new wildlife-rich habitat, principally through agri-environment schemes.</p><p> </p><p>The 25 Year Environment Plan reaffirms the Government’s commitment to expanding and connecting wildlife habitats through a Nature Recovery Network, which will drive how we deliver action for bees and other wildlife in the future.</p><p> </p><p>Mapping and high quality spatial information on the location and quality of existing habitats will be key to this.
