answer	answer is ministerial correction date of answer 12/06/2014 answer text <p /> <p /> <p>The Government's vision for Secure Colleges was set out on 17 January 2014 in its response to the consultation paper “Transforming Youth Custody”. Secure Colleges will place education at the heart of custody, and equip young people with the skills they need to turn their lives around.</p><p> </p><p>The current average cost of a place in youth custody is around £100,000 per annum, with some places costing in excess of £200,000. The Ministry of Justice has selected Wates as the preferred bidder to design and build the pathfinder. The Project Partnering Agreement, which commits the Ministry of Justice to working with Wates to develop the design for the Secure College pathfinder, will be signed later this month. Providers are required to provide accommodation that is safe, fit for purpose and correctly equipped in line with the contractual Statement of Requirements agreed between themselves and the Home Office. <br><br>There is no added expense to the Home Office when providers use B&amp;B or hotel accommodation as short term contingency accommodation.
