answer text <p>Personal Independence Payment (PIP) is claimed by people with a range of health conditions and disabilities, many of which are degenerative or life limiting.</p><p> </p><p>All benefit claims can be made under the special rules for people who are terminally ill which will mean that they are fast tracked. These are currently being cleared within 6 working days for new claimants to PIP. The Department would encourage all claimants with a terminal illness to let the department know and to apply using the special rules.</p><p> </p><p>The cause of death of PIP claimants is not collated centrally by the Department.</p><p> </p><p>Over 3.6 million applications to PIP were made between April 2013 and 30th April 2018. Of these:</p><ul><li>4,760 claimants<sup>1</sup> died between their case being referred to, and returned from, an assessment provider;</li><li>73,800 claimants died within 6 months of their claim being registered; and</li><li>17,070 claimants died after registering but prior to the DWP making a decision on their claim. Details of the claimant’s primary medical condition, where recorded, are in the accompanying spreadsheet.</li></ul><p> </p><p>Notes:</p><ul><li>These figures include claims made under both Normal Rules and Special Rules for the Terminally Ill and include new claims and Disability Living Allowance (DLA) to PIP reassessment claims.</li><li><sup>1</sup>These figures only include claimants whose case has been referred to an assessment provider and who died before their case was returned from an assessment provider to DWP. All new claims and DLA to PIP reassessment claims which reach the assessment stage are referred to an assessment provider.</li><li>The point of application is taken as the day the claimant registered a claim to PIP as recorded on the PIP computer system.</li><li>This is unpublished data from the PIP computer system’s (PIP CS) management information. It should be used with caution and it may be subject to future revision.</li><li>Figures are rounded to the nearest 10.</li><li>Figures cover claims made up to and including 30<sup>th</sup> April 2018.</li><li>GB only.</li></ul><p> </p><p>Under the Social Security (Notification of Deaths) Regulations 2012 and s125 of Social Security Administration Act 1992 date of death is provided to the Department for all registered deaths. Additionally next of kin also provide information on the date of death of an individual and this information is used appropriately in the administration of Departmental benefits.</p><p> </p>

answer text <p>The High Court judgment on 21 December 2017 refers to the successful challenge by judicial review of the 2017 amending regulation which had reversed the effect of the MH Upper Tribunal (UT) decision. This decision, handed down on 28 November 2016 related to how overwhelming psychological distress should be considered when assessing a claimant’s ability to plan and follow a journey under PIP mobility activity 1.</p><p> </p><p>As outlined in the Written Statement of 25 June 2018 (HLWS767) my Department is currently carrying out an administrative exercise to identify anyone who may be entitled to more support under Personal Independence Payment (PIP) as a result of the MH UT decision. At the same time, case managers will be considering the RJ decision, which concerns the way the Department assesses whether claimants can complete a PIP activity safely and if supervision is required.</p><p> </p><p>As outlined in the written statement of 20 December 2018 (HCWS1224), as at 23 November 2018, 140,000 cases had been reviewed and cleared and around 1,000 claimants had received payments. Given the complexity of the exercise we have started at a relatively small scale to test our processes to ensure they are effective before ramping up.</p><p> </p><p>Under this administrative exercise we are reviewing decisions made by the Department where the claimant was in receipt of PIP at the date of the Upper Tribunal decisions (MH, 28th November 2016 and RJ, 9th March 2017) and those who have had a decision made on their PIP claim since those dates. We will also be reviewing claims disallowed after these decisions.</p><p> </p><p>All claimants will be notified if we have reviewed their case. Claimants do not need to contact the Department at this stage.</p>

answer text <p>We are absolutely committed to improving the overall Personal Independence Payment (PIP) claimant experience as this is what claimants rightly expect and deserve. As part of that commitment, we constantly keep under review how we can improve the PIP application process. For example, this has been supported by the findings published in the PIP Claimant Research – Final Report, two independent reviews of PIP and recommendations from the Work and Pensions Select Committee.</p><p>Some of the key improvements we have made to the PIP application process:</p><ul><li>In April 2018 we increased our use of SMS text messages to better keep claimants updated about the progress of their claim</li><li>In April 2018 we launched a series of PIP videos to help claimants better navigate and understand the PIP claims process and the types of supporting evidence to send and;</li><li>In October 2016 (after the wave 1 fieldwork), we published a revised version of the PIP2 questionnaire where the language, style and tone of the form was simplified, and paragraphs were shortened to make it easier to understand and more focused for claimants to complete;</li></ul><p> </p><p>However, I recognise that there is more to do to improve the application process and that is why we are in the final stages of commissioning independent research to support further improvements to the PIP2 questionnaire. In addition to the independent research, the Department has gathered views, on video recording, from a range of stakeholders and representatives as well as from claimants and health professionals. These views have helped to inform the design of the live testing pilot which began on 29 November 2018, which will inform views on rolling out video recording more widely, in order to promote greater trust and transparency.</p>

The Department has a set of service level agreements setting out the expectations for overall service delivery, which is measured at Provider level rather than by assessor. answer text <p>The information requested is not collated centrally and could only be provided at disproportionate cost.</p><p>Once someone has been awarded Personal Independence Payment, which can be paid at one of eight rates, that award will be reviewed. Award rates and their durations are set on an individual basis, based on the claimant’s needs and the likelihood of those needs changing. Regular reviews are a key feature of the benefit and ensure that payments accurately match the current needs of claimants. A review date is set before the end of the award date to ensure enough time for a full review of the case to be carried out without the claimant being left without money because their award has come to an end.</p> more like this
