answer text <p>All claims to Personal Independence Payment (PIP), except those made under Special Rules for End of Life, are subject to a PIP assessment. From when PIP was introduced in 2013 until January 2024 there were 7,016,000 PIP claims cleared in England and Wales under normal rules. This number has been rounded to the nearest 1,000 and may include multiple claims made by the same person.</p><p> </p><p>This data is available on Stat-Xplore at <a href="https://stat-xplore.dwp.gov.uk/" target="_blank">https://stat-xplore.dwp.gov.uk/</a> in the ‘PIP Clearances’ dataset. answer text <p>The purpose of the consultation is to open a conversation on Personal Independence Payment. The consultation is guided by three priorities: providing the right support to the people who need it most; targeting our resources most effectively; and supporting disabled people and people with long-term health conditions to live independently and reach their full potential. As we develop any proposals, we will carefully consider the impacts of any potential changes.</p><p>We recognise that as a Department we come into contact with some claimants who are potentially very vulnerable. We have a range of policies and procedures in place to help those individuals with difficult personal circumstances and/or life events to access benefits and use our services and will continue to provide this support should any changes be taken forward as a result of the consultation.</p> more like this

answer text <p>Tables 1 shows the Median, Lower Quartile and Upper Quartile of the number of weeks taken for a Personal Independence Payment (PIP) claim to receive an initial decision from registration. This data covers both PIP New Claims and Reassessments from Disability Living Allowance (DLA) for each month from April 2019 – April 2020, the most recent 13 months for which data is available.</p><p> </p><p>Table 2 shows the Median, Lower Quartile and Upper Quartile of the number of calendar days taken for a PIP Mandatory Reconsideration (MR) to be cleared from registration. This data covers all MRs cleared each month from April 2019 – April 2020, the most recent 13 months for which data is available.</p><p> </p><p>A copy of the tables is attached.</p><p> </p><p>Please note that information about the extremes of a distribution (e.g. the maximum clearance time) risks being disclosive. We would not release this information publicly. Therefore, we have presented information on the lower quartile, median and upper quartile of clearance times.</p><p> </p><p>The information requested on the clearance times for a successful appeal outcome to be implemented is not readily available and to provide it would incur disproportionate cost.</p>

answer text <p>The High Court judgment on 21 December 2017 refers to the successful challenge by judicial review of the 2017 amending regulation which had reversed the effect of the MH Upper Tribunal (UT) decision. This decision, handed down on 28 November 2016 related to how overwhelming psychological distress should be considered when assessing a claimant’s ability to plan and follow a journey under PIP mobility activity 1.</p><p> </p><p>As outlined in the Written Statement of 25 June 2018 (HLWS767) my Department is currently carrying out an administrative exercise to identify anyone who may be entitled to more support under Personal Independence Payment (PIP) as a result of the MH UT decision. At the same time, case managers will be considering the RJ decision, which concerns the way the Department assesses whether claimants can complete a PIP activity safely and if supervision is required.</p><p> </p><p>As outlined in the written statement of 20 December 2018 (HCWS1224), as at 23 November 2018, 140,000 cases had been reviewed and cleared and around 1,000 claimants had received payments. Given the complexity of the exercise we have started at a relatively small scale to test our processes to ensure they are effective before ramping up.</p><p> </p><p>Under this administrative exercise we are reviewing decisions made by the Department where the claimant was in receipt of PIP at the date of the Upper Tribunal decisions (MH, 28th November 2016 and RJ, 9th March 2017) and those who have had a decision made on their PIP claim since those dates. We will also be reviewing claims disallowed after these decisions.</p><p> </p><p>All claimants will be notified if we have reviewed their case. Claimants do not need to contact the Department at this stage.</p>

They will also consider the RJ judgment for all PIP decisions made since 9th March 2017. This will include claims which have been disallowed after the date of the judgment(s).</p><p> </p><p>As additionally outlined in the Written Statement of 25 June 2018, I am committed to updating the House regularly and a statement on progress of this exercise will be tabled in the autumn.</p><p> </p><p>In regard to timing this is a very complex exercise and of substantial scale. PIP is based on needs arising from a long-term health condition or disability so gender is not a factor in the decision making process in PIP.</p><p> </p><p>However, the collection of data on gender supports the good management of PIP claims as it supports our communications with claimants.</p> more like this
