answer	answer is ministerial correction date of answer 19/12/2017 answer text <p>Since 1 October 2015 local authorities have had responsibility for the commissioning of public health services for children aged zero to five (including health visitor services).</p><p> </p><p>The Department commissioned Public Health England to undertake two reviews focused on the transfer of health visiting services to local authority control: a review of the mandated elements of service, and a programme benefits realisation review.</p><p> </p><p>The Review of mandated services demonstrated widespread support to continue mandating the provision of health visitor reviews to families, to ensure that all families are given support at critical times and those families needing more help are identified and early interventions put in place. The report on the review of mandation for the universal health visiting service can be viewed at:</p><p> </p><p><a href="https://www.gov.uk/government/publications/universal-health-visiting-service-mandation-review" target="_blank">https://www.gov.uk/government/publications/universal-health-visiting-service-mandation-review</a></p><p> </p><p>The Benefits Realisation Review demonstrated statistically significant improvements in access, parent reported experience, a number of child health outcomes and a contribution to addressing inequalities. answer	answer is ministerial correction date of answer 03/07/2017 answer text <p>From 1 October 2015, local authorities (LAs) took over responsibility for commissioning public health services for children aged 0-5 from NHS England. Whilst Public Health England (PHE) collects data on coverage, LAs are responsible for local delivery which includes coverage and activity.</p><p> </p><p>In 2010 the Government committed to growing the health visitor workforce and transforming health visiting services to improve health outcomes and reduce inequalities. Since 2010, around 7,500 health visitor training places have been commissioned representing a fivefold increase in the number of health visitor trainees starting training and allowing greater access to services and support for families.</p><p> </p><p>The Department and PHE have produced guidance to support both commissioners and local providers including Guidance to support the commissioning of the Healthy Child Programme 0-19: Health Visiting and School Nursing services. The materials are based on evidence and good practice.
