answer text <p>This Government has made significant progress in creating jobs across the whole of England, and we are taking further steps to reduce regional disparities in employment. The Living Standards mission in the Levelling Up White Paper commits to increasing pay, employment and productivity in every region of the UK by 2030.</p><p>The refocussed Investment Zones programme covers eight places across the North and Midlands, providing more jobs in places and levelling up the economy. answer text <p>The Government is investing over £1.2 billion in the Homelessness Prevention Grant over three years, including a £109 million top-up for 2024/25, which gives councils the funding they need to prevent homelessness and support those at risk.</p><p>Local authorities can use the funding flexibly to work with landlords to prevent evictions.</p><p>Through our Renters (Reform) Bill, we will abolish ‘no fault’ evictions (Section 21), giving tenants greater security of tenure and thus reducing the risk of homelessness.</p> more like this

answer text <p>Government’s £11.5 billion Affordable Homes Programme (AHP) for 2021-26 funds the construction of tens of thousands of homes across the country. These include homes for rent, for low-cost home ownership, and specialist and supported housing. It offers strong value for money. The National Audit Offices estimates that for every £1 the programme spent, the programme provides £2.70 in economic and societal benefits.</p><p>Since 2010, Government has delivered over 696,100 new affordable homes, including over 482,000 affordable homes for rent, of which over 172,600 were homes for social rent.</p> more like this

The Bill increases security of tenure for tenants by abolishing section 21 evictions. The new tenancy system will also reassure tenants that, apart from in specific circumstances set out in legislation, their rented home is theirs for as long as they want.</p><p>We continue to work towards our ambition of delivering 300,000 homes per year to help create a more sustainable and affordable housing market. Individuals who need help to make rent payments may be eligible for financial support through the welfare system. From April 2024, we will invest £1.2 billion restoring Local Housing Allowance (LHA) rates to the 30<sup>th</sup> percentile of local market rents. For others who face a shortfall, Discretionary Housing Payments are available from local authorities; the Government has provided almost £1.7 billion of this funding to local authorities since 2011.</p>

answer text <p>On the 24<sup>th</sup> of January, the department announced our intention to increase the level of funding to local government in the Settlement by £600 million. Taking into account this new funding, local government in England will see an increase in Core Spending Power of up to £4.5 billion next year, taking the total to £64.7 billion in 2024-25.</p><p>£500 million of this new funding will be distributed to councils with responsibility for Social Care services through the Social Care Grant. The Adult Social Care Relative Needs Formula is the basis for Social Care Grant allocations and is used to evaluate local authorities’ need for funding relative to one another. We are supporting all of local government through the sector-wide Funding Guarantee, ensuring all local authorities will see a minimum 4% increase in Core Spending Power before local council tax decisions – an increase from the 3% Funding Guarantee in 2023-24.</p><p>Finally, we are increasing the Rural Services Delivery Grant to £110 million in 2024-25, its highest ever level. The distribution of this grant will remain unchanged next year, and will continue to be distributed to the top-quartile of local authorities ranked by ‘super-sparsity’, a measure of rurality.</p>

answer text <p>The Government remains committed to our ambition of delivering 300,000 homes per year and the four highest rates of net additional housing supply in 30 years have all come since 2018. The National Planning Policy Framework (published 19 December 2023) is clear that a core purpose of the planning system is planning for the homes and other development that our communities need.</p><p>With both the Levelling Up and Regeneration Act and the new Framework now in place, alongside the additional resources for planning departments the Government has recently announced, our planning reforms will accelerate the delivery of new homes.</p><p>The changes to the Framework create clear incentives for authorities to get their local plans in place. We remain committed to a plan-led system and national planning policy expects local planning authorities to make sufficient provision for housing and to identify the sites to deliver homes to meet the needs of their communities.</p><p>If Local authorities are not making sufficient progress, the Secretary of State will consider using his powers of intervention to ensure timetables and plans are put in place.</p>

answer text <p>The Government monitors the financial health of local authorities on a regular basis using a wide range of data as well as through extensive direct engagement with councils.</p><p>Taking into account new funding announced on 24 January, on top of what was announced at the provisional Local Government Finance Settlement in December, local government in England will see an increase in Core Spending Power of up to £4.5 billion next year, or 7.5% in cash terms, an above-inflation increase, rising from £60.2 billion in 2023-24 to up to £64.7 billion in 2024-25.</p><p>Individual councils are responsible for managing their budgets, and any decision to issue a Section 114 notice is made locally. answer text <p>The UK Government wants to encourage empty homes back into use, and empower local leaders to invest in their communities. Local authorities already have many powers and strong incentives to tackle empty homes and it is right that local leaders decide how to use those tools to meet local housing needs. It is for local authorities to decide when to use their powers to deal with empty properties, and they have the flexibility to focus on locally determined priorities and allocate their resources accordingly.</p><p>Local authorities have a range of powers and incentives at their disposal to bring empty homes back into use. These include, Empty Dwelling Management Orders, council tax exemptions and premiums, enforced sales, compulsory purchase, and measures to secure the improvement of empty properties. A range of other initiatives and incentives are aimed at reducing the number of empty properties, including the sale of empty Government owned homes and planning measures.</p> more like this
