answer text <p>The Portas Review was published in December 2011, and the Government accepted all but one of the 28 recommendations. This included establishing 27 Portas Pilots. Following the Portas Pilots, the Government helped established over 330 Town Teams, each with £10,000 of funding.</p><p>We recognise that consumer behaviour has changed since 2011. We are taking action to help the high street evolve. That is why we have set out an ambitious Action Plan in the Autumn Budget, to support the sustainable transformation of high streets.</p> more like this
