answer text <p>The Azure card is issued to destitute failed asylum seekers accommodated under section 4 of the Immigration and Asylum Act 1999 because they are temporarily unable to leave the United Kingdom. The card can be used at most of the main supermarket chains to purchase food and other essential items. The performance of the card is kept under regular review but the Government is satisfied that it is an effective way of ensuring that recipients are able to meet their essential living needs and are not left destitute.</p><p> </p><p>The Government therefore has no plans to abolish the card or change legislation to allow people supported under section 4 to receive cash instead.</p><p> </p><p>The total administrative costs of the card scheme since it was introduced in 2009 are approximately £1,515,000. Estimated administrative costs for the current financial year are £200,000.</p><p> </p><p>The Government published its response to the House of Commons Home Affairs Committee report about asylum procedures in December 2013 (cm 8769). A response to the Committee’s views on section 4 support was set out on page 18-19.</p><p> </p>

answer text <p> </p><p>As a matter of long-standing practice we do not comment on the operational use <br>of covert surveillance, or provide a breakdown of the number of warrants signed <br>by particular Secretaries of State, or in relation to specific circumstances or <br>methods of surveillance. <br><br>Existing regulation relating to surveillance includes the surveillance camera <br>code of practice issued under the Protection of Freedoms Act 2012, which <br>provides a framework of good practice for surveillance camera operators and <br>sets out obligations arising from other legislation including those for the <br>processing of personal data under the Data Protection Act 1998 and a public <br>authority's duty to adhere to the Human Rights Act 1998. Any covert <br>surveillance undertaken by a public authority which is likely to obtain private <br>information would be subject to authorisation under the Regulation of <br>Investigatory Powers Act 2000 (RIPA).</p><p> </p> more like this

answer text <p> </p><p>The Government continues to have regular discussions with our EU partners in <br>order to ensure that all Member States operate effective asylum and border <br>management systems, including through cooperation with countries of origin and <br>transit beyond the EU. This includes the UK's participation in the EU's Task <br>Force Mediterranean, established following the Lampedusa tragedy last year to <br>develop actions to prevent further deaths at sea.<br><br>The Task Force involves Member States, the European Commission, the European <br>External Action Service (EEAS) and key EU agencies (including Frontex, the <br>European Asylum Support Office and Europol). It has developed a series of <br>coherent actions, including cooperation with third countries and combating the <br>organised criminals who facilitate many of these dangerous sea crossings.<br><br>The Government strongly supports the Task Force proposal to develop information <br>campaigns in countries of origin and transit as part of wider prevention <br>efforts, and has shared our experience in this area with EU partners.</p><p> </p>
