answer text <p>The Department has made no estimate. The Government monitors broad trends in housing, including the number of households in rented housing, through the English Housing Survey.</p><p>The English Housing Survey Headline Report 2016-17 reported that the private rented sector accounted for 4.7 million or 20 per cent of households. The social rented sector accounted for 3.9 million households or 17 per cent of households. There was no change in the size of either sector between 2015-16 and 2016-17.</p> more like this

answer text <p>The Government is committed to fixing our broken housing market, to ensure we have a housing market that works for everyone. We expect housing developers to deliver good quality housing, on time, and to treat house buyers fairly.</p><p>Where something goes wrong, house builders and warranty providers should fulfil their obligations to put things right, however coverage of the current landscape differs with levels of consumer protection. Where applicable, the industry-led Codes offer protection for the pre and post sales process and consumers can raise an independent dispute where breaches of the code are evident.</p><p>Where there are structural concerns, consumers can raise a dispute through their warranty provider. However we know the current system remains fragmented and does not always provide full coverage. We know more needs to be done, which is why, in February, we published the consultation “<em>Strengthening consumer redress in the housing market</em>”. This follows the Secretary of State’s commitment from last November to explore options for improving redress in the housing market.</p>

answer text <p>On 5 March we published a draft revised National Planning Policy Framework which included a revised definition of affordable housing. This built on the consultation undertaken as part of the Housing White Paper last year. The consultation is open until 10 May.</p><p>Since 2010, we have delivered over 357,000 new affordable homes, including over 257,000 affordable homes for rent.</p><p>Affordable housing remains the Government’s priority. That’s why the Prime Minister recently announced an additional £2 billion funding for affordable housing, increasing the Affordable Homes Programme 2016-21 budget to over £9 billion to deliver a wide range of affordable housing, including social rent homes, by March 2021.</p> more like this

answer text <p>The Government knows more needs to be done to ensure consumers of new build homes have a quick, easy and effective route to redress. Which is why, in February, we published the consultation “<em>Strengthening consumer redress in the housing market</em>”. This follows the Secretary of State’s commitment from last November to explore options for improving redress in the housing market.</p><p>The consultation considers whether the answer might be a single housing ombudsman service, a single transparent and accountable body with the remit that covers the housing sector. Once results of this consultation have been analysed, we will then publish and work towards to the next stage.</p> more like this

answer text <p>Spending Power is a measure of resources available to a local authority to fund its services. It includes Settlement Funding Assessment (business rates baseline funding level plus Revenue Support Grant), Council Tax and other central government grants.</p><p>Prior to 2013-14, Formula Grant was non-ring fenced money for local government services. It was funded by central government grant and redistributed business rates. answer text <p>The Government consulted on the effectiveness of the code in assuring acceptable management practices and standards as part of our consultation on extending mandatory licensing of HMOs. We acknowledged as part of our response, that a significant number of consultees were satisfied with the code as being a means of ensuring acceptable management practices and standards in student accommodation. However, membership of a code alone does not guarantee that the student accommodation meets local standards set by a local authority and therefore should not necessarily provide an exemption from HMO licensing.</p><p>Educational establishments have a duty of care defined by statutory obligations, for example through the Health and Safety at Work Act 1974, that they must fulfil, both in the provision of education and accommodation to its students. They are also subject to regulation by an independent regulator, the Office for Students. However, private companies are not subject to the same levels of regulation and therefore should not be exempted from House in Multiple Occupation licensing.</p><p>Therefore, the Government does not have plans to remove requirements for private providers of purpose-built student accommodation who are part of an approved national code to be subject to houses in multiple occupation licensing.</p>
