answer text <p>(1) We assess that there has been modest improvement in the food security situation but that it remains extremely fragile.</p><p>(2) Chronic malnutrition is of particular concern, as is the limited access to basic services such as health and education.</p><p>(3) The UN Commission of Inquiry on the Burundi Report of August 2018 found that serious human rights violations persist. The Commission was particularly concerned by the growing number of violations where the ruling party's youth league, the Imbonerakure, had played a role. We are working with UN, EU and African Union partners to support an inclusive, negotiated solution to the political crisis.</p><p>Since 2015, the Department for International Development has provided significant humanitarian support both inside Burundi and to Burundian refugees in the region, supporting around 300,000 refugees in Rwanda and Tanzania since the crisis began. In 2017, the UK committed up to £12 million to support humanitarian needs in Burundi until 2020.</p>

answer text <p>​Officials, including our non-resident Ambassador, hold regular consultations with the Burundi Government. In UN Security Council consultations, following the referendum, the UK expressed concern over the restrictions imposed on the Opposition’s movement and on the media in the period leading up to the referendum. The UK also expressed concern that the referendum was held in a climate of intimidation and repression, with a lack of public information on the proposed reforms. The UK called on Burundi to ensure that the spirit of the Arusha Accords is respected when any constitutional reform is implemented. The UK believes that the crisis in Burundi can only be resolved by continuing an inclusive dialogue that preserves the Accords. We are working with UN, EU and African Union partners to support an inclusive, negotiated solution.</p> more like this

answer text <p>​The UK has regularly encouraged the Lesotho Government to implement recommendations of the Southern African Development Community (SADC) for public sector, security, judicial and constitutional reform, including through a recent joint UN and EU statement, a copy of which has been laid in the library of the House. The UK High Commissioner also emphasised the importance of free and fair elections when she met with the Lesotho Government last month, ahead of the scheduled elections in June. We continue to provide development assistance, including humanitarian aid, to Lesotho through regional programmes and multilateral organisations including the EU, World Bank and UN.</p> more like this

answer text <p>We condemn the attack on Willy Nyamitwe and the subsequent death of his bodyguard. The attack demonstrates the persistence of a climate of violence in Burundi, but it is too early to assess the effect of the attack on the wider security situation in Burundi. We remain in close contact with staff at the British Embassy Office in Bujumbura.</p><p>The situation in Burundi remains grave, despite claims by the Burundian Government that it has normalised. The overall security situation has improved since its low point in December 2015, with a reduction in night-time police raids and attacks by the opposition. However, this has been replaced by increased, systematic government oppression. There is compelling evidence from a range of local and international monitors, including the United Nations, that extrajudicial killings, disappearances, torture and arbitrary arrests continue. Opposition supporters, human rights activists and journalists are actively targeted by the Burundian national intelligence service and the ruling party's youth wing (the Imbonerakure). Fear of the Imbonerakure is a key factor behind the flight of refugees outside Burundi.</p>

answer text <p>Burundi's increasing self-imposed international isolation, and the deterioration in Burundi's relationships within the region, including Rwanda, is particularly worrying. The recent restrictions imposed by Burundi on cross-border trade will further exacerbate the serious negative economic impact of the crisis on the lives of Rwandans and Burundians. The UK, with international partners, continues to support a range of efforts to promote dialogue and ease tension in the region. We have worked with EU and Security Council partners to deliver strong messaging to the government of Burundi. We have imposed EU sanctions on individuals responsible for violence; and suspended direct EU aid to the government.</p><p>The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) visited Rwanda and Burundi in December 2015 to urge all parties to act responsibly to reduce violence. We have been clear in our public and private dialogue with Rwanda on the need for neighbours to play a responsible stabilising role in Burundi and to avoid retaliating to antagonism. The Department for International Development continues to support Burundian refugees in Rwanda, and has provided £17 million since 2015.</p>

answer text <p>Senior UK officials, including our High Commissioner in Rwanda (who is also our non-resident Ambassador to Burundi) met with President Nkurunziza twice in 2015 during visits of the United Nations Security Council to Burundi. During the course of these meetings a broad range of issues was discussed, including human rights, security and the importance of maintaining the principles of the 2000 Arusha Agreement, including the protection of minorities in Burundi. Since then President Nkurunziza's has largely withdrawn from engagement with the international community. This highlights the self-imposed isolation that is reducing the likelihood of finding a consensual solution to the ongoing crisis in Burundi.</p><p>In December 2015 the former Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs (James Duddridge) met with Foreign Minister Nyamitwe in Burundi, as did our non-resident Ambassador to Burundi in July 2016. Our officials take part in regular consultations with Foreign Minister Nyamitwe alongside other EU member states pursuant to Article 96 of the African, Caribbean and Pacific Group of States (ACP)-EU Partnership Agreement (also known as the Cotonou Agreement) of 2000, most recently in October 2016.</p><p>​Burundi's increasing self-imposed international isolation is particularly worrying. Our non-Resident Ambassador to Burundi and officials regularly request meetings with President Nkurunziza and will continue to do so, but given the self-imposed isolation they are increasingly difficult to secure.</p>

answer text <p>The East African Community (EAC) has a central role to play in resolving the crisis in Burundi and mediating dialogue between Burundi and its neighbours. We strongly support the EAC mediation process, led by former Tanzanian President Benjamin Mkapa. We have provided extensive diplomatic support to the process through lobbying of regional leaders and attendance by our Special Envoy to the Great Lakes at meetings of the dialogue in May and July in Arusha, Tanzania.</p><p>Through our UN Security Council Membership we have worked with partners to ensure that EAC efforts are fully coordinated with, and supported by, the United Nations. In January 2016 our Ambassador to the United Nations participated in a Security Council visit to Burundi. In July the Security Council passed Resolution 2303 which welcomed the EAC’s efforts so far and called for all parties in the region to participate fully with the process.</p> more like this

answer text We take the allegations of sexual violence in Burundi very seriously. The UK has been at the forefront of supporting the UN’s efforts to encourage an end to violence and human rights abuses in the country. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge), has raised the subject with the Government of Burundi, including with the Burundian Foreign Minister at the African Union Summit in January. While we have not deployed any experts from the Preventing Sexual Violence in Conflict Initiative, Foreign and Commonwealth Office officials will explore the possibility of supporting non-governmental organisations already present and active in Burundi when the allegations first came to our attention. more like this
