answer text <p>The latest official data indicates an increase in police recorded disability hate crime, which is mostly due to general police recording improvements.</p><p>The latest Crime Survey for England and Wales indicates a downward trend in overall hate crime incidence over the past decade but any instance is one too many and we stand alongside all victims of this abhorrent crime.</p> more like this

answer text <p>This Government is committed to ensuring that disabled people who have experienced hate crime have the confidence to report it.</p><p> </p><p>On 26 July last year the Government published a new Hate Crime Action Plan. This outlines the work we will do over the next four years to drive forward action against hate crime in all its forms. The action plan focuses on 5 key areas, one of which is to increase the confidence of victims to report hate crime.</p><p> </p><p>2,508 disability hate crimes were reported to the police in 2014/15 and this increased by 69% to 3,629, in 2015/16. The number of prosecutions for disability hate crimes has also increased by 41% compared with 2014/15.</p><p> </p><p>The Government have undertaken, supported and funded a number of activities to increase the confidence of disabled people to report hate crime.</p> more like this

answer text <p>The Government takes all forms of hate crime seriously. Crime that is motivated by hostility towards some fundamental part of a person’s identity is particularly corrosive and can have devastating consequences for victims and their families. We are committed to working with communities in order to keep them safe.</p><p>The number of recorded disability hate crimes rose by 44% between 2014/15 and 2015/16. There are a number of factors behind this rise, including increased reporting of disability hate crime and improved recording of such crimes by the police. We welcome these changes.</p><p>The new cross-Government Hate Crime Action Plan published on 26 July includes specific actions on disability hate crime. These include looking at current best practice in tackling disability hate crime and working with partner organisations and the police to promote safety for disabled people, making better use of third party reporting centres and raising awareness of hate crime among carers and families of disabled people to encourage reporting.</p>

answer text <p>The Government takes all forms of hate crime very seriously. Crime that is motivated by hostility or hatred towards the victim is particularly corrosive and can have devastating consequences for victims and their families. We are committed to working with communities in order to keep them safe.</p><p>We have announced that we will publish a new hate crime action plan next year. This will include a number of actions aimed at reducing the number of hate crimes committed against disabled people, and also improving the response to these crimes when they occur.</p><p>I, and other ministers, attended a roundtable on disability hate crime in October. This gave me the opportunity to speak to a range of people, including representatives of the Equalities and Human Rights Commission, researchers and service users. A key part of our action plan will include understanding the issues behind hate crime, and this was an important first step towards this. Officials are taking forward actions from this meeting.</p><p>The Government is currently speaking to a number of organisations and individuals to inform the next steps in developing this action plan. This includes work with the Fulfilling Potential Forum, which is led by the Office for Disability Issues within DWP and is made up of around 40 disability charities, including disabled people’s user led organisations.</p>

This is the official source of professional practice on policing and police officers and staff are expected to have regard to APP in discharging their responsibilities. Disability hate crime training is referenced throughout a number of APP issued by the College, including investigations and public order. In May 2014, the College also published specific Hate Crime Operational Guidance.</p><p>(2) CPS have created a training support package focused on disability hate crime and reflecting refreshed legal guidance on disability hate crime. This was piloted on 17 July and is currently being rolled out to all CPS Areas. The aim of the training is to provide prosecutors in CPS Areas with guidance on the key elements of prosecuting disability hate crime, resulting in greater confidence in handling cases and improved prosecution performance.
